He noted that ifthe property no longer contained a Mobile Home .. <br />Park, the drainage improvements would remain with the property. He suggested an amendment <br />be made to the staffs recommended motion to include research into assessing the drainage <br />improvements and the soil corrections. <br /> <br />Mr. Fredericks stated that when he comes home from work there are always children playing in <br />the street. He understands that this is part of being a child and there really is no place else for <br />them to play. He has lived at the Arden Manor Mobile Home Park for approximately two years <br />and he had noticed the poor condition of the ground at the park area. He agreed with <br />Councilmember Aplikowski in that the ground should be made suitable before attempting to <br />install new facilities. He also agreed that the drainage issue must be addressed prior to any <br />improvements as well. <br /> <br />Although having the owner pay for some of the improvements may effect his lot rent, Mr. <br />Fredericks felt that it would not be too much to ask for the property owner to pay, It was his <br />understanding that the park is private property and, although the owner has given the City the <br />right to build on the land, the owner should be responsible for at least some of the costs. <br /> <br />Mr. Fredericks stated that he has two young children and he would like for them to have a nice <br />place to play in order to keep them out ofthe street. Even though the speed limit in the Mobile <br />Home Park is posted 10 miles per hour, it is likely that an accident will occur. <br /> <br />. <br /> <br />Councilmember Aplikowski cautioned Mr. Fredericks that, no matter what is done is to the park; <br />the children will still play in the street. <br /> <br />MOTION: <br /> <br />Councilmember Larson moved and Councilmember Malone seconded a motion to <br />accept the recommendation made by the Parks and Recreation Committee and to <br />direct the City Engineer to prepare the necessary plans and specifications for the <br />Arden Manor Park project and to work with the property owner to obtain approval <br />for the improved park service drive, and for staffto lay the ground work to assess <br />the property owner for the portion of the costs related to the soil corrections and <br />drainage improvements, The motion carried unanimously (5-0). <br /> <br />A. Municipal Code Codification, Chapters 1 through 4 <br /> <br />Mr. Fritsinger explained that the City Council was being asked to review the proposed changes <br />to the Municipal Code, Chapters 1 through 4. Staffwill be forwarding this information to the <br />League of Minnesota Cities who will then prepare a final draft for adoption by the City Council. <br /> <br />With regard to page 1-8, Section 110.03, subparagraph 1, Mayor Probst assumed that the note <br />portion, which discusses making the language gender neutral, would be removed. He asked if <br />staff required anything further from the Council to address this concern. Mr. Fritsinger stated <br />that nothing further is needed from the Council. He indicated that this would be an issue, which . <br />he will take up with the League of Minnesota Cities to ensure the language being used is proper. <br />There are still several spots within the Ordinance which use terms such as City Clerk, Clerk, City <br />
