<br />. <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />FROM: <br /> <br />September 13, 1999 , J <br />Mayor and Council Membe/~ <br /> <br />Nancy Randall, Associate Planne~ <br /> <br />Case #99-16, Special Use Permit <br />Arden Manor, 4605 North Prior Avenue <br /> <br />DATE: <br /> <br />TO: <br /> <br />SUBJECT: <br /> <br />Request. The petitioner is requesting approval of an amended Special Use Permit for Arden <br />Manor Mobile Home Park. The mobile home park is located north of County Road 96, west of <br />Highway 10, and east of Highway 35W (Exhibit A). <br /> <br />Background. Arden Manor is currently operating on a Special Use Permit (SUP) which was <br />issued in 1971 with Planning Case 71-21 (Exhibit B). This, however, did not include the already <br />existing (north portion) mobile home park. Several amendments to the SUP have been approved <br />since; however, they have never included the north portion of the park. <br /> <br />. Over the years, and last few months, Arden Manor has been taking steps to improve the northern <br />portion of the park by resurfacing the road and removing several aging single wide mobile <br />homes and replacing them with one double wide mobile home for every two single wides. <br /> <br />As can be seen from the aerial photograph taken in April 1985, (Exhibit C) the area had a <br />building dividing Banyan Street and Abele Street. This building has since been removed. There <br />was also a mobile home in the center of Abele Street on the west end. This has also been <br />removed. The road width remaining is approximately 70 feet. <br /> <br />The applicant is proposing to close off the section of road leading from Todd Drive to Abele <br />Street (this has been done) and, if approved, place a unit in this location. Due to the reduction in <br />overall units, staff does not see a concern with adding a unit in the proposed location. <br /> <br />The applicant is proposing to take out an existing drive and add a unit in this space. The end of <br />the proposed cul-de-sac is wide enough to turn around if cars are not parked on the street. Staff <br />recommends no parking on the end and sides to allow for traffic turnaround. In the past parking <br />was allowed on Banyan Street and Abele Street. These are very wide and could accommodate <br />street parking. Staff would recommend some striping be incorporated to guide parking and <br />driving actions. <br /> <br />e <br /> <br />Due to the changes made over the years, and potential changes with the reconstruction of <br />Highway 96, staff would recommend that the applicant work with staff to update the Special Use <br />Permit within the next two years. This would include a scaled drawing of the entire park, <br />landscape plan, and master plan for the park. Staff is aware that the north portion of the park <br />does not meet all the requirements of the original Special Use Permit such as lot size. Staff is <br />
