<br />, <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />ARDEN HILLS PLANNING COMMISSION - SEPTEMBER 1, 1999 <br /> <br /> <br />21 <br /> <br />. <br /> <br />The City Council selected the firm of McCombs, Frank, Roos Associates, Inc. for <br />planning services in conjunction with the creation of the Civic Center Zoning District for <br />TCAAP. <br /> <br />Councilmember Rem stated that two petitions had been received by the City from residents on <br />Old Highway 10. One was a request for a barrier to be constructed along Old Highway 10, if <br />there was to be more work done on this intersection. The other was for the residents to be <br />attached to City water, which these residents had declined several years ago. <br /> <br />Councilmember Rem stated that staff will be looking into dates and provisions for the Volunteer <br />Picnic. <br /> <br />Councilmember Rem stated that concerns have been raised regarding Highway 96 being brought <br />down to one lane in both directions. <br /> <br />Councilmember Rem stated that United States Fish and Wildlife Service, which runs the wildlife <br />refuge at Round Lake, conducted a public meeting regarding their Comprehensive Conservation <br />Plan. <br /> <br />Councilmember Rem stated that the local schools were setting up facility committees with <br />residents to work on upcoming projects over the next few years. <br /> <br />COMMISSION COMMENTS <br /> <br />Commissioner Sand assumed by the fact that an engineering firm had been retained, that legal <br />title for the TCAAP property had been transferred from Congress to the City of Arden Hills. Mr. <br />Post stated that the title transfer had not yet occurred. Commissioner Sand confirmed that <br />neither the City nor Ramsey County have obtained their plots of land yet. Mr. Post stated that <br />this was correct. <br /> <br />Commissioner Sand confirmed that by the end of September the new intersection at West Round <br />Lake Road and Highway 96 would be open for use. Mr. Post stated that this intersection would <br />be opened at the end of this week. Commissioner Sand asked if traffic lights would be installed <br />prior to this. Mr. Post stated that the traffic lights were already installed. <br /> <br />With regard to the rezoning of the TCAAP property, Commissioner Nelson asked if this would <br />come back to the Planning Commission for review. Ms. Randall stated that the rezoning of the <br />TCAAP property will be brought before the Planning Commission. She indicated that the initial <br />meeting with McCombs, Frank, Roos Associates, Inc. and staff will be Wednesday, September 8, <br />1999. She anticipated that the case would be brought before the Planning Commission in <br />November. <br /> <br />With regard to this evening's discussions ofthe Neighborhood Business Zoning District, Chair <br />Erickson noted that three or four of the identified properties fit easily within the Zoning District, <br />while others were proving to be more difficult. He suggested that the City consider some of the <br />issues brought up this evening that the Ordinance does not specifically address. He wondered if <br />there was a better way to address existing versus vacant parcels. <br />
