<br />CITY COUNCIL MEETING PROCEDURES <br /> <br />Arden Hills has a CounciVClerk-Administrator form of government, <br />adopted in 1951, and is governed by a five-member Council elected <br />at large on a nonpartisan basis. <br /> <br />The Council conducts regular meetings on the second and last <br />Monday of each month at 7:30 p.m. The Mayor is the presiding <br />officer for the meetings. Each Council member has a single equal <br />vote. Three members constitute a quorum. Council motions require <br />a majority for passage, except for any zoning changes which require <br />four votes for passage. <br /> <br />Meeting agendas, a public copy of the agenda item reports, and <br />public hearing sign-up sheets are located on the meeting information <br />table just outside the entrance to the Council Chambers. <br /> <br />Those items listed under the Consent Calendar are considered to be <br />routine by the City Council and will be enacted by one motion under <br />a Consent Calendar format. There will be no separate discussion of <br />these items, unless a Council member so requests, in which event, <br />the item will be removed from the general order of business and <br />considered separately in its normal sequence on the agenda. <br /> <br />The Council is sincerely interested in hearing your concerns and <br />viewpoints. To enable a complete record of the meeting and for the <br />convenience ofthose watching on cable television, we do request <br />that you come to the microphone when you are called upon for your <br />comments, and give your name and address prior to speaking on an <br />item, <br /> <br />A. <br />B. <br />C. <br />D. <br />E <br />F. <br /> <br />All regular meetings of the City Council are televised tape delayed <br />on Government Access Channel 16 at 11:00 a,m, and 7:00 p.m. the <br />Wednesday following the Council meeting. <br /> <br />G. <br />H. <br /> <br />.. ' ~ ... <br /> <br />PUBLIC HEARING PROCEDURE <br /> <br />All Public Hearings are held as a separate item of business on the <br />agenda. Several legal procedures are required in this process and are <br />to be handled in the manner prescribed below: <br /> <br />A. <br />B. <br />e. <br />D. <br /> <br />Staff! Applicant makes presentation <br />Questions of the Staff/Applicant by the Council <br />Mayor opens Hearing to the public <br />Comments/questions from the audience (persons wanting to <br />present comments or questions must be recognized by the <br />Mayor and come to the microphone giving their name and <br />address for the record) <br />Mayor closes Public Hearing <br />Comments from the Council <br />Council takes action <br /> <br />E, <br />F. <br />G. <br /> <br />IMPROVEMENT HEARING PROCESS <br /> <br />All Public Improvement Hearings are held as a separate item of <br />business on the Agenda with other Public Hearings (see above). The <br />entire procedure is controlled by State Statute and is handled in the <br />manner prescribed below: <br /> <br />Project description by Mayor/Engineer/Staff <br />Nature of the improvement, financing and assessments <br />Questions by the Council <br />Mayor acknowledges written statements from the public <br />Mayor opens the Hearing to the public <br />Public testimony taken (persons wanting to speak must be <br />recognized by the Mayor and come to the microphone <br />giving their name and address for the record) <br />Mayor closes the Public Hearing <br />Council takes action <br />
