<br />L('1 <br /> <br />1.3.2 Proposed Project - Mixed-Use Development <br /> <br />WISPARK plans to develop the project site with a mix of business park/commercial, residential, and <br />recreational uses. Approximately 70% (105 acres) of the developable land will be used for business <br />park and commercial purposes while the remaining 30% (46 acres) will be developed with medium <br />density (6-7 units/acre) residential uses marketed primarily to single professionals and empty nesters. <br />The project will include 1,234,000 gross square feet of business park development, 59,000 gross <br />square feet of commercial development and 304 dwelling units. <br /> <br />The business park and office buildings (96 acres) will be marketed to large corporate users to meet <br />their office, manufacturing, and distribution needs, The commercial development (9 acres) will be <br />concentrated at the County Road J/I-35W intersection and will consist primarily of convenience <br />retail, restaurant, and service retail, to support the tenants and owners in the business park and <br />residential developments, <br /> <br />The business park, office and commercial developments will be oriented to the major arterials <br />bordering the site (County Road J & I-35W) while the residential development will be oriented to <br />Rice Creek and Rice Creek North Regional Trail Corridor. The residential site is oriented to County <br />Road I on the south through the open space and proposed ponding area, while the business park <br />entrance is oriented to County Road J. <br /> <br />Related Infrastructure Improvements <br /> <br />A new roadway, Rice Creek Parkway, will be constructed from County Road J on the north through <br />the U of M and MnDOT properties to County Road I on the south. South of the MnDOT property, <br />the roadway crosses Ramsey County Rice Creek North Regional Trail Corridor property and City <br />of Sl. Paul Water Utility property. <br /> <br />The proposed development site requires water distribution service to the site. Trunk water main will <br />be "looped" through the Rice Creek North property, the development site and connected to the City <br />of Shoreview's existing system at Schutta Road and Lexington Avenue. <br /> <br />The proposed development site trails will connect to existing trail systems outside of the project <br />limits. A trail connection is proposed to cross Rice Creek and connect to the recently constructed <br />Rice Creek North Trail. <br /> <br />1.3.3 Alternative Project - Business Park <br />(Substitution of 550,000 gross square feet of business park use for 46 acres of medium density residemial use <br />included in the proposed project.) <br /> <br />In this alternative, the 304 proposed residential units (46 acres) would be replaced with an additional <br />550,000 gross square feet of business park use resulting in a total of 1,580,000 gross square feet of <br />business park.
