<br />uhf <br /> <br />The Minnesota Statutes (116.07, subd. 2a) specifically exempt from the noise standards .....an <br />existing or newly constructed segment of a road, street or highway under the jurisdiction of a road <br />authority of a town, statutory or home rule charter city, or county, except for roadways for which full <br />control of access has been acquired." The MPCA interprets this to mean that most local roadways <br />are no longer required to comply with state noise standards. Therefore, traffic on CR J, CR I and <br />proposed Rice Creek Parkway is exempt from state noise standards. <br /> <br />5.3.2 Environmental Impacts <br /> <br />No-Build Alternative <br /> <br />The no-build alternative will generate no additional traffic in the area and will therefore have no <br />impact on noise levels. <br /> <br />Proposed Proiect - Mixed-Use Develoument <br /> <br />The proposed project will generate additional traffic which will add to existing traffic noise levels <br />along streets serving the project. Noise sensitive receivers in the vicinity of the project that could <br />be affected by traffic noise include the following: <br /> <br />. Residential development on the north side of CR I east of Rice Creek, Residences are <br />generally approximately 100 feet from the roadway centerline. <br />. Residential development on the north side of CR I west of I-35W. Residences are <br />generally approximately 100 feet from the roadway centerline. <br />. Residential development proposed as part of the Rice Creek development project. The <br />nearest residential units are approximately 650 feet from the centerline of I-35W. <br /> <br />Noise impacts in these areas have been estimated based on procedures given in the FHW A Highway <br />Traffic Noise Prediction Model (FHW A-RD-77-108). The noise level predictions are for the PM <br />peak traffic hour and are based on the traffic volumes documented in the traffic section.
