The application <br />references a proposed April 17 , 1999 raffle activity at the Arden Hills Holiday Inn. Licensed <br />Gambling organizations are permitted one such off-site activity per year, with local jurisdiction <br />approvaL <br /> <br />Communitv Benefit <br />The organization has agreed to be bound by the City's trade area spending requirement (50% of <br />net profit for the event - Section 4-43) as are other licensed gambling organizations in the City. <br />Last year, a similar event was staged, with $360 being contributed to the New Brighton Lions <br />from raffle profits, <br /> <br />Enforcement Control <br />Because the City does not have the leverage of approval authority for premises permit renewal of <br />this organization in the future, the commitment to abide by the ordinance trade area spending <br />requirement cannot be effectively enforced. These types of off-site situations result in not being <br />able to hold such organizations to the same level of accountability as the other licensed gambling <br />organizations in the City. <br /> <br />Recommendation <br />Staff recommends Council consideration in adopting Resolution #99-09, "A Resolution <br />Approving an Application for Authorization to Conduct One-Day Off-Site Gambling." <br />
