'- <br /> <br />North Suburban Transit Concept <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Mayor and Council: <br /> <br />At the last council worksession I suggested the consideration of promoting the development <br />of a transit destination point on the Twin Cities Army Ammunition Plant property in the <br />city. It is my opinion that we should take this concept to the Metropolitan Council and the <br />Minnesota Department of Transportation for further evaluation, and I ask your concurrence <br />in directing the mayor and staff to proceed with exploratory discussions with both of these <br />agenCies. <br /> <br />In general concept, I envision structuring this transit destination point with the following <br />characteristics: <br /> <br />1. Phased construction ofa large (7,000 - 10,000 vehicle) parking ramp. This would <br />approximate the size of the present ramps at the Minneapolis-St. Paul Airport. <br /> <br />2. The ramp would be located in close proximity to the intersections of Highway 10 and <br />Interstate 3'5W. . <br /> <br />3. The ramp would become a physical part ofa transit station that would initially be <br />serviced by bus, but would later become multi-modal with the addition of a rail terminal. <br /> <br />4. The ramp would be designed so as to coordinate with future medium to high-density <br />residential, commercial and industrial development. If the ramp were constructed near <br />the highway intersections mentioned earlier, the further development of the southwest <br />section of the arsenal might be designed so it radiated outward from this central point. <br />Consideration should be given to the construction of skyway-like access to all <br />commercial and industrial buildings built near the terminal. High frequency circulator <br />vehicles, along the lines of the Roseville Circulator's equipment, should also be <br />considered to serve the residential areas. <br />
