<br />~ <br /> <br />. <br />e <br /> <br />e <br /> <br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />February 18, 1999 <br /> <br />TO: <br /> <br />Bri>mFrimngu,City Ad_~ <br />Terrance Post, City Accountant ~ <br />Exempt Gamblinll Permit Application <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Background <br />On February 10, 1999, the City of Arden Hills received an application for an exempt gambling permit <br />from St. John the Baptist Catholic Church of New Brighton. The organization is proposing to have a <br />raffle and tipboard fund raising event at the Holiday Inn at 1201 West County Road E on March 19, <br />1999. The organization is also requesting the City of Arden Hills to waive the thirty day waiting period <br />prior to the charitable gambling event. <br /> <br />What is an Exempt Perqlit? <br />This form of approved charitable gambling approved by the State Gambling Control Board is applicable <br />to nonprofit organizations who do not have an active charitable gambling license, but still wish to utilize <br />charitable gambling events for fund raising purposes. These organizations are limited as to the number <br />of exempt permits allowed in a year (five) and the total prize payout in a year ($50,000). <br /> <br />Council should be aware that this type of licensed activity is different from the "One-Day Off-Site <br />Activity" recently approved in Resolution No. 99-09 for the Circle PineslLexington Lions Club at the <br />February 8, 1999 Council meeting. The "One-Day Off-Site" opportunity exists only for organizations <br />that have an active organization license and premises permit. <br /> <br />Whv is the Ol1lanization Requesting a 30 Day Waiver? <br />A representative of the church has explained that the request for waiver from the thirty day waiting <br />period has arisen because of a significant deposit at the hotel to book the event, and because of an <br />administrative mix-up. They had originally submitted the application package to the City of Shoreview <br />on the mistaken impression that the Holiday Inn was in that community. By the time the mistake was <br />realized, the organization was in a timing conflict. <br /> <br />Recommendation <br />Staff recommends that Council approve Resolution No. 99-10, "Approving an Exempt Gambling Permit <br />Application and Waiving the Thirty Day Waiting Period," at the February 22, 1999 regular Council <br />meeting. As part of the motion, Council should state their reason for approving the waiver request. <br /> <br />Attachments <br />
