<br />. <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />ARDEN HILLS PLANNING COMMISSION - FEBRUARY 3, 1999 <br /> <br />DRAFT <br />21 <br /> <br />Councihnember Rem stated that the Town Hall meeting was held in January and noted that the <br />Planning Commission did not get much public recognition. She stated that the meeting went <br />well and that it was the lowest attendance in the last three years. <br /> <br />Councihnember Rem stated that, at the last City Council meeting, the Council upheld the <br />Planning Commission's recommendation to approve Planning Case 98-35. <br /> <br />Councihnember Rem stated that abatement proceedings were advancing on 1875 Lake Lane. <br /> <br />Councihnember Rem stated that the City Council voted to delay action on the Round Lake Road <br />improvements; however, reconstruction of the intersection will proceed. A decision on whether <br />or not to construct a median in the road had not been made and will be postponed until a later <br />date. <br /> <br />Commissioner Nelson asked if only the intersection can be constructed without completing the <br />remainder of the road. Mr. Ringwald stated that it could be. The remaining portion of the road <br />does not need to be improved until there are more businesses to justify it. <br /> <br />Councihnember Rem agreed and noted the discussion had been whether the City needs a good <br />road in order to bring in more businesses, or, should the City wait and see if there are sufficient <br />businesses locating at the end of the road to justify improvement. <br /> <br />Councihnember Rem stated there are more negotiations going on regarding the railroad easement <br />at the end of Round Lake Road and the railroad bridge connecting the trails to New Brighton. <br /> <br />Councihnember Rem stated that the City Council approved the trail section on County Road F to <br />be completed this summer. There is still a design question regarding whether the trail will be on <br />the north or the south side of the road. The State will be installing a traffic signal at the <br />intersection at HamJine Avenue, which may cause safety issues for the trail location. <br /> <br />Councihnember Rem stated that the Bethel Park at the end of Chatham Avenue is in the early <br />proposal stage. At the last Parks and Recreation meeting there had not been any firm <br />engineering studies available from the College. The Parks and Recreation Commission voted to <br />forward the issue to the City Council for further consideration. The concern of the Parks and <br />Recreation Commission is for the City not to spend the entire Parks and Recreation budget for <br />five years on the Bethel project. There had been a concern that Bethel College would want to <br />begin construction this spring. <br /> <br />Chair Erickson asked if Bethel College had a proposal for what they would plan to construct. <br />Mr. Ringwald indicated that Bethel College had a conceptual idea. The initial proposal was for <br />one softball field, one stand-alone soccer field, and one soccer field over the outfield of the <br />baseball field, a tennis court and a parking lot. <br /> <br />Chair Erickson asked what were the concerns of the Parks and Recreation Commission regarding <br />the park. <br /> <br />Councihnember Rem stated that, at this point, neither side is discussing the cost. She indicated <br />that the primary issue is to get the civil engineering studies, which would show how much <br />
