<br />, <br /> <br />1999 Budget ImDlications <br />The 1999 Budget assumed that a portion ($200,000) of the TCAAP implementation <br />planning phase would be funded via an operating transfer from the Community Services <br />Fund. Under the Miunesota Statute MS 349.212 Subd. A, this planned use does not <br />appear to fall within the list of Lawful Purpose activities. As Council recently <br />reaffIrmed its commitment to 1999 TCAAP planning at the recent Council/Staff retreat, <br />another funding source should be identified for these planning activities. <br /> <br />. <br /> <br />DiscussionIRecommendations <br />1. Staff recommends that Council consider authorizing a $300,000 unbudgeted <br />operating transfer out of the Community Services Fund to the General Fund as of <br />December 31, 1998. The purpose of this transfer would be to help subsidize police <br />protection services. On a preliminary basis, $606,927 has been expended in 1998 for <br />the delivery of those services from the Ramsey County Sheriff's Department. This <br />action would also eliminate the Community Services Fund balance as of December <br />31,1998. <br /> <br />2. Staff encourages a policy discussion by Council on utilizing future Community <br />Services fund revenues in 1999 and beyond, given current definitions of lawful <br />purpose activities. <br /> <br />Attachments <br /> <br />. <br /> <br />. <br />
