Functional consolidation of.roadways within Ramsey County <br /> <br />The functional consolidation of roadways within Ramsey County is <br />based on the following assumptions: . <br /> <br />1. Municipalities will be responsible for providing local road- <br />way services. <br /> <br />2. Ramsey County.will be responsible for providing roads that are <br />the area-wide link between local roadways and state highways. <br /> <br />3 . The state of Minnesota will be responsible for providing a <br />highway system that links area-wide roads to the interstate <br />network. <br /> <br />4. The Ramsey County Technical Advisory Committee, which is made <br />ilp of City and County engineers, would be the professional/ <br />technical group to: <br /> <br />develop recommendations on the criteria for deciding which <br />specific roads belong in Which category; and ~ <br /> <br />o develop recommended standards and process for turn'back of <br />roads to municipalities, Ramsey County, and stat.e. <br /> <br />o <br /> <br />~o achieve a functionally consolidated roadway system, the follow- <br />ing would occur: <br /> <br />1. Municipalities would continue to assume responsibility for the <br />maintenance and upkeep of roads within their community which <br />serve a local function. In addition: <br /> <br />o They would turn back to the State of Minnesota all roads <br />which should be a part of the State highway system. <br /> <br />o They would assume responSibility from the County for any <br />roads which Were determined, by mutual agreement, to serve <br />a purely looa~ function. <br /> <br />2. Ramsey County would turn back by mutual agreement, to the <br />municipalities, all County routes which serve a local func- <br />tion. Before roads are turned back to the local communities, <br />Ramsey County wiLL bring these roads up to an acceptable <br />stand9-rd. Local taxing authority .for thOSe roads would be <br />turned over to the municipalities along with any State Aid <br />received by the County. Relocation responsibility will trans-~ <br />fer with the assumption of roadway responsibility. <br /> <br />In addition, Ramsey County would assume respon~ibility from <br />the municipalities for the maintenance and up keep of all <br />roads which' are determineq., by l\\utual agreement, to have <br />County-wide significance. <br />
