A Good Bond Referendum
Designed by the Community and the Schools
Summary of the process

.

Objective, independent,
professional facilities
inspection

Parent and Community
involvement

Parent and Community
oversight and
recommendations

.

The process is a Community
working together
Building Committees
District Facility Task Force
Athletic Facility Task Force
Indoor Air Quality Committee
Decision Resources Survey
School Board

More Parent and Community
involvement

Unanimous School Board
support

Wold Architects inspected individual Mounds View buildings for
themselves in 1996 and returned in 1997. They subcontracted
engineering firms for some of the most specialized assessments.
Wold recommended $100+ million in facility improvements and
upgrades.

Building Committecs were created at individual schools,
composed of parents, teachers, and building administrators. The
committees reported their priorities directly to Wold Architects.

In September, 1998, a district-wide Facility Task Force
composed of parents and community representatives, a teacher's
representative, building and district administrators was formed. A
separate Athletic Facility Task Force composed of district
representatives, youth athletic associations, and five city parks and
recreation departments that use district athletic facilities had
previously assessed current facilities and future requirements. They
considered both school-based facilities and community-based
athletic facilities.. In May of 1998, the District-wide Indoor Air
Quality Committee, composed of community representatives,
school nurses, building maintenance and administrators, and staff,
submitted a master plan for indoor air quality.

The Facility Task Force studied the Wold recommendations, and
those of the Building Committees. They reviewed the assessments
of the Athletic Facility Task Force, and the Indoor Air Quality
Committee Master Plan. They considered the survey results from
Decision Resources (see below). The result was the Facility Task
Force Master Plan, January 7,1999, submitted with unanimous
support from the Task Force.

Decision Resources, Fall, 1998, conducted a survey of district
residents to provide a broad assessment of residents' concerns,
asking which improvements they supported most strongly and how
much they felt they could afford.

On January 26, 1999, the school board unanimously approved an
$80 million bond referendum.

.

The result of a thorough, fair, and open process is
a good Bond Referendum that deserves our support.
Vote "Ves" on May 25.

Prepared and paid for by the Vote Yes Committee
Terry Quigley, Treasurer
P.
