<br />. <br /> <br />J <br /> <br />e <br /> <br />e <br /> <br />Arden Hills Plannin~ Commission - March :3. 1999 <br /> <br />~~IA~Y <br /> <br />3 <br /> <br />Option A, shows a 60 foot radius cul-de-sac from the north that would expand beyond the <br />Bachman property creating a need to acquire property from the Josephine East LLC property. <br />Parcel three, as shown on the proposed lot layout of the Josephine East LLC property, would be <br />reduced to 10,325 square feet with a reduced buildable area. <br /> <br />Option B shows a 6O-foot radius cul-de-sac from the north, which would end at the edge of the <br />Bachman property and not infringe on the Josephine East LLC property. This option would, <br />however, infringe on two of the lots in the Hanson plat along Shoreline Lane. The house on the <br />property to the east of Shoreline Lane would just meet the required 40-foot front yard setback. <br />The property to the west of Shoreline Lane does not currently have a building permit; however, a <br />cul-de-sac would considerably reduce the buildable area. A cul-de-sac in this location would <br />make it difficult to subdivide the east section of the Bachman property, leaving only two lots <br />possible on the Bachman property where the Official Map currently shows three. <br /> <br />Both City Sewer and Water currently run through the area with easements. In the Fall of 1998, a <br />private sewer line was constructed on the Hanson Plat, which was to be temporary until <br />Shoreline Lane was constructed and sewer and water were relocated. With the sewer and water <br />requiring a l5-fopt easement on eithc'l' side, this would inhibit the building on lot three, although <br />it would remain over the required minimum square footage. <br /> <br />Ms. Randall advised that the Staff recommends denial of Planning Case #99-01, amendment to <br />the City's Official Map, creating a cul-de-sac roadway system on Shoreline Lane north of County <br />Road D and a dead-end south of Edgewater Road, based on various findings contained in the <br />Staff report dated March 3,1999. rfthe Planning Commission makes a recommendation on this <br />Planning Case, it would be heard at the Monday, March 29, 1999, regular meeting of the City <br />Council. <br /> <br />Acting Chair Nelson opened public hearing at 7:45 p.m. He asked that those in favor of the <br />proposal speak first and limit their comments to two minutes. <br /> <br />Mr. Robert Milltrr, 9405 36th Avenue North, New Hope, stated that he was in favor of the <br />developer's proP\lsal as it conforms with the preferences of the neighborhood for a cul-de-sac <br />over a straight through alignment. This proposal would allow the development to proceed <br />without involving the landowners to the north. <br /> <br />Mr. Miller noted. that at the July 12, 1993, City Council meeting, the Council had agreed that the <br />Official Map could be modified in the future. The position of the neighbors at that time and <br />today has been that they prefer cul-de-sacs. Mr. Miller stated that he was amiable to this <br />approach and believed it will allow the neighborhood to remain as it has been over the years. <br /> <br />Mr. Frank Rekuski, 3170 Hamline A venue, stated that he had done research on what other cities <br />are doing with regard to cul-de-sacs. He indicated that in Duluth there had been a 16 family sit- <br />in at the City CO)IDcil to promote a cul-de-sac, primarily for safety purposes. He expressed his <br />belief that Arden Hills could use more cul-de-sacs. He noted that he has lived in Arden Hills <br />e since 1972 and, because there is not much available land, there has not been rnuch development. <br />
