<br />. <br /> <br />CITY OF ARDEN fiLLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />April 6, 1999 <br /> <br />TO: <br /> <br />Mayor and City Council <br />Brian Fritsinger, City Administrator@ <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Memorandum of Understandin~ for Shared Buildin~ Inspector <br /> <br />Background <br />As part of the 1999 budget process, the City Council authorized the inclusion of a half- <br />time Building Inspector position, This position was described as a shared position with <br />the City of Shoreview. The intent was for the two cities to work together cooperatively to <br />provide additional building inspection and code enforcement services, <br /> <br />e <br /> <br />Over the past six weeks, staff has been working with the City of Shoreview to create the <br />job description and advertise for the shared position, As part of this arrangement, the City <br />Attorney has recommended that a Memorandum of Understanding (MOD) is appropriate <br />between the two cities, <br /> <br />What is the pUl:pose of the Memorandum ofUnderstandinf? <br />The purpose of the document is to set forth the terms and conditions for the provision of <br />building and code enforcement services, This allows a basic understanding between the <br />two cities as to how the position is funded, and who is responsible for the various issues <br />related to the position, <br /> <br />Which City will em'\)lov the new Building Inspector? <br />The City of Shoreview will hire the new inspector and the position will be part of the <br />Shoreview staff, Shoreview will provide salary, benefits, and training to the Building <br />Inspector. <br /> <br />The City of Arden Hills will simply reimburse the City of Shoreview for services <br />provided, based on an average of twenty (20) hours per week. The MOU describes the <br />method of payment, the expected pay plan and other cost sharing issues, <br /> <br />How long is the Citv committed to participatin2 in shared position? <br />We have indicated to the City of Shoreview that the City of Arden Hills can only commit <br />to sharing the position for the remainder of 1999. Anyon-going relationship would need <br />to be determined at the time of the annual budget discussions. <br /> <br />e <br /> <br />Should either city decide to terminate the services of the Building Inspector, it must <br />provide the other city with a sixty (60) day notice. <br />
