<br />. <br /> <br />e <br /> <br />e <br /> <br />CITY OF ARDEN HILLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />April 6, 1999 <br /> <br />TO: <br /> <br />Brian Fritsinger, City Administrator <br /> <br />Vs. <br /> <br />FROM: <br /> <br />Dwayne Stafford, Public Works Director <br /> <br />SUBJECT: <br /> <br />Ordinance No. 313, Emer2ency Operations Plan <br /> <br />Background <br />The City of Arden Hills' Code of Ordinances, Chapter 7, relates to Civil Defense and refers to <br />disasters from natural causes and those caused by man. Written in 1961, with no specific chain <br />of command or no specific assignments for any individual, the chapter says little if anything to <br />be helpful in the event of a disaster. <br /> <br />With the City Council's instructions to develop a more comprehensive emergency operations <br />plan, the Arden Hills Public Safety Commission began researching necessary steps to prepare an <br />Emergency Operations Plan specifically for the City. At its May 26, 1998 meeting, the City <br />Council authorized expenditure of up to $500 for fees to Mr. Mark Bishop to help develop such a <br />plan, Mr, Bishop, with assistance from the Public Safety Commission Chairperson, John Tholen, <br />and the Public Works Director, then drafted a plan, <br /> <br />Copies of the draft plan were provided to the City Council, Staff, Ramsey County Sheriff, Lake <br />Johanna Volunteer Fire Department, and City Attorney Filla for review and input. <br />Recommended corrections and changes were made, and attached is the revised edition of the <br />Arden Hills Emergency Operations Plan, <br /> <br />Recommendation <br />The City Council is asked to review the Emergency Operations Plan and, if found to be <br />acceptable, the Public Works Director recommends the City Council adopt the attached <br />Ordinance No. 313, "An Ordinance Relating to the Arden Hills Emergency Operations Plan," <br /> <br />This ordinance would then replace Article I of Chapter 7, and Section 7.1 of the Arden Hills <br />Code of Ordinances, The remaining portions of Articles I, II and ill would be repealed, The <br />Emergency Operations Plan itself will become Appendix C, and be added to the existing City of <br />Arden Hills Code of Ordinances, <br />
