<br />Direction and Control <br /> <br />e <br /> <br />The direction and control of govemment operations from a central, protected facility with adequate <br />communications and key personnel is essential to the conduct of emergency operations, This facility <br />will be known as the Arden Hills Emergency Operating Center (EOG) located in the Council Chambers <br />at Arden Hills City HalL Alternate locations for the EOC are the Lake Johanna Fire Station #1, 3246 <br />New Brighton Road, Arden Hills (651-633-0341) and the Ramsey County Civil Defense Office, 3377 <br />Rice Street, Shoreview (651-482-5238). <br /> <br />1. Criteria for EOC Activation <br />The degree of Arden Hills EOC activation will be determined by the severity of the emergency. <br /> <br />. The EOC may be oartiallv activated due to a potential threat to life or property from severe <br />weather, i.e" tornado, flooding, blizzard, civil disturbance, or a hazardous materials <br />incident/accident that is an uncontrolled release of a reportable product. <br /> <br />· The EOC will be fullv activated in response to an emergency resulting in a threat to life and <br />property, This would include, but is not limited to, tornado touchdown or flooding causing <br />damage to the public and private sector and requiring a coordinated response effort, or a <br />hazardous materials incident/accident involving the response of several agencies, including <br />federal and state, as well as surrounding counties and municipalities. <br /> <br />2. Responsibility for EOC Activation e <br />In the event of a major disaster, EOC staff would be expected to automatically report to the EOC; <br />however, the City of Arden Hills Emergency Management Director is responsible for ensuring that <br />the EOC is activated according to the criteria discussed above. <br /> <br />3. Staffing of the EOC <br />The staffing list for the Arden Hills EOC is on file with the Arden Hills Emergency Management <br />Director. Each department/agency which is represented in the EOC is responsible for ensuring that <br />its representative is familiar with the duties which he/she is expected to perform at the EOC, (See <br />Call List section), <br /> <br />4. EOC Equipment/Supplies <br />The Arden Hills Emergency Management Director is responsible for ensuring that the EOC is <br />operational. The necessary maps, displays, tables and chairs, communications equipment, message <br />logs, etc" are on hand and available for use in the EOC. <br /> <br />e <br /> <br />8 <br />
