<br />'II- <br /> <br />-., <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />CITY OF ARDEN IDLLS <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />April 15, 1999 <br /> <br />TO: <br /> <br />Brian Fritsinger, City Administrator <br /> <br /> <br />Dwayne Stafford, Public Works Director ~ <br /> <br /> <br />Residential Water Meter Replacement <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Backeround <br />The Public Works Department had identified the majority of the city's water meters as being <br />older than their useful life prior to 1992, and in need of replacement. The City Council approved <br />replacement of the commercial/industrial (CII) meters in 1997, and this work was accomplished <br />in 1997 and early 1998 using Badger brand water meters with radio read technology, thus cutting <br />reading time for one (1) person from a week to two (2) hours. <br /> <br />When Council approved the CII meter replacement, staff indicated Council would be asked to <br />approve the replacement of the residential meters following the successful completion of the CII <br />meter replacement, and the satisfactory operation of the system that now has occurred. The City <br />Council had, as part of the 1999 - 2003 Capital Improvement Program, identified the <br />replacement of residential water meters in 1999 and 2000. <br /> <br />At the April 19, 1999 Council Worksession, staff presented Council with information related to <br />the replacement of residential water meters with radio read meters. Staff and Councilmembers <br />discussed issues related to the meter replacement, including costs, time frame, benefits, pay back, <br />and other options. Following the discussion, Council approved the Public Works Director's <br />recommendation to proceed with the replacement of the City's residential water meters at a total <br />cost of approximately $500,000. spread over a two (2) year period. <br /> <br />Meter Ontions <br />Council may recall that there are three (3) types of reading devices that attach to meters: <br /> <br />L Remote Reader <br />This is the reader in use today on 99% of the City's residential meters. Attached <br />to the standard water meter is a pulse generator that sends an electrical pulse by <br />wires to a remote located display unit. This unit is typically located on the side or <br />rear of homes. These were the reading devices installed with the original meters, <br />starting back in the early 1960's. Today's cost for each installed new meter and <br />remote is approximately $150. <br />
