(I) <br />to show whether the street is schednled for trail construction or reconstruction, rather than <br />concentrating on the number of pedestrians using the street. <br /> <br />The next step in the process will be for consulting engineers and staff, using the draft outline as <br />revised, to begin walking streets next week and incorporate various factors as data becomes <br />available. After which a series of possible recommended sections will be developed and <br />presented for further consideration by the City Council. It was the consensus of the City Council <br />that the public be provided with information regarding proposed improvements in their areas <br />within a two (2) year window. <br /> <br />c. Residential Water Meter Discussion <br /> <br />Mr. Stafford presented various options, costs and benefits for a proposed residential water meter <br />replacement program, and sought Council direction. <br /> <br />After further discussion, staffwas directed to prepare items for Council action at the Apri126, <br />1999 City Council meeting, authorizing staff to seek requests for proposals for replacement of <br />water meters with new radio read models in 1999 - 2000, with an alternate for additional <br />replacements in 2000 - 2001. Included in the initial replacement would be those meters at the <br />Pemtom Townhouse Association to coordinate installation with siding replacement. It was the <br />consensus that meters less than ten (10) years of age would not be replaced, but would be <br />upgraded to radio read technology. <br /> <br />Staff was further directed to review and provide a recommendation regarding the meter deposit <br />issue and other items addressed in the City's utility ordinance, including possible billing cycle <br />rotation. <br /> <br />d. Citv Hall UDdate <br /> <br />Mr. Fritsinger updated Councilmembers and staff on his most recent and ongoing discussions <br />with Department of Army, National Guard and congressional representatives regarding the land <br />transfer for City Hall construction. Mr. Fritsinger read an update from Councilmember Malone <br />on his informal discussion with Congressman Bruce Vento. Mayor Probst, and Councilmember <br />Aplikowski also provided input from their discussions with various parties. <br /> <br />Mayor Probst shared his concerns regarding the timing issue and pending award of construction <br />contract for City Hall, and reiterated the need for a lease or formal agreement in order to proceed <br />within the ninety (90) day window. Mayor Probst will continue to attempt to contact Minnesota <br />National Guard representatives. <br /> <br />Mr. Fritsinger stated that, at a given point, the City would need to approach the contractor <br />seeking a thirty (30) day contract extension. <br />
