<br />. <br />, <br />'j <br />. <br /> <br />..,~ <br /> <br />e <br /> <br />e <br /> <br />. <br /> <br />MINUTES <br />CITY OF ARDEN IDLLS, MINNESOTA <br />PLANNING COMMISSION <br />WEDNESDAY, APRIL 7, 1999 <br />7:30 P.M. - ARDEN HILLS CITY HALL <br /> <br />~~~~y <br /> <br />CALL TO ORDER <br /> <br />Chair Steve Erickson called the meeting to order at 7:30 p.m. <br /> <br />ROLL CALL <br /> <br />Present were Chair Steve Erickson, Commissioners Stephen Baker, Terri Duchenes, <br />Therese Galatowitsch, Brent Nelson, Marty Rye and Dave Sand. <br /> <br />Also present were Councilmember Paul Malone, Associate Planner Nancy Randall, <br />Assistant to the City Administrator Kevin Ringwald and Recording Secretary Lori <br />Rolfson. <br /> <br />APPROVAL OF MINUTES FROM PLANNING COMMISSION MEETING HELD ON <br />MARCH 3. 1999 <br /> <br />Commissioner Duchenes moved, seconded by Commissioner Sand to approve the March <br />3, 1999 minutes. The motion carried unanimously (7-0). <br /> <br />PLANNING CASE #99-05 - BETHEL COLLEGE - 3900 BETHEL DRIVE - SITE PLAN <br />REVIEW - PUBLIC HEARING <br /> <br />Chair Erickson confirmed that the Planning Case was announced in the March 24,1999, <br />publication of the Bulletin and opened the public hearing at 7:32 p.m. <br /> <br />Ms. Randall explained that the applicant was requesting approval of a site plan to allow for a <br />parking lot expansion at the Bethel College campus which is located at 3900 Bethel Drive. <br /> <br />Bethel College is currently operating under a Special Use Permit, which was issued in March of <br />1978 in Planning Case 78-5. In September 1980, the Master Plan was amended to allow for site <br />plan approval of those requests, which are in conformance with the Master Plan. The Master <br />Plan was last updated in 1996. <br /> <br />The proposed parking lot is shown as tennis courts on the Master Plan. Bethel College has <br />identified two possible locations forrelocation of the tennis courts; however, the actual location <br />has not yet been determined. One potential location would be within the joint effort area with the <br />City of Arden Hills and Bethel College across Old Highway 10. The other potential location <br />would be to the west of the current western parking lot. <br /> <br />Staffhas determined the parking lot to be similar in nature to the approved tennis courts, based <br />on the amount of impervious surface not being increased. However, if the tennis courts were to <br />be relocated, either now or in the future, this would require an amendment to the Master Plan. <br /> <br />The proposed parking lot circulation appears to have several potential problem areas. As shown <br />on Exhibit A 617, when parking in Area 1, traffic will have to circulate to the rear of the parking <br />
