In all points not covered by this Section, the Council shall be <br /> <br />governed in its procedure by Robert's Rules of Order, Revised. <br /> <br />Subd. 4 Authority of Mayor Generally. The mayor shall preserve order and decorum and <br /> <br />shall decide questions of order subject to an appeal to the Council. The mayor may make <br /> <br />motions, second motions, or speak on any question; provided, however, that in order to do <br /> <br />so, upon demand of anyone Councilmember, he or she shall vacate the chair and designate <br /> <br />a Councilmember to preside temporarily. The mayor shall be entitled to vote like other <br /> <br />members of the Council. <br /> <br />Subd. 5 Voting Generally. When a question is put to the Council by the chair, every <br /> <br />member present shall vote unless for special reasons the Council shall excuse him or her; or <br /> <br />a conflict of interest may exist, he or she shall not vote. In cases where the direction of the <br /> <br />vote is in doubt, the chair may direct, or any member may demand, that a division vote be <br /> <br />taken. The yeas and nays shall be called upon a requisition by the chair or any member, in <br /> <br />which case the names of the members voting are required to be recorded in the minutes. <br /> <br />Except as otherwisepr6vide~Iin.thisCode, or when adifferentvote is req~it~d,bylaw, a <br />.'
