Any mutual aid arrangement with a political subdivision or another state shall be subject to the approval of the governor. 230.09 Use of City Personnel, Services, etc. The civil defense director shall utilize the personnel, services, equipment, supplies and facilities of existing departments and agencies of the City to the maximum extent practicable. The officers and personnel of all such departments and agencies shall, to the maximum extent practicable, cooperate with and extend such services and facilities to the local civil defense agency and to the governor upon request. The head of each department and agency, in cooperation with and under the direction of the director, shall be responsible for the planning and programming of such civil defense activities as will involve the utilization of the facilities of his or her department or agency. 230.10 Prohibited Illuminations. Any illumination within the City contrary to the provisions of this Chapter or any other provisions of this Code pertaining to civil defense or of any regulation adopted thereunder or of any federal or state law, regulation, or order shall be' deemed a public nuisance.
