(10-20/1000.20 Rates and Charges - Subd. 4, Payment of Charges) <br />Currently, the City bills the entire utility customer base on a calendar quarterly basis. Staff <br />recommends that residential utility charges be issued on an every month basis on a staggered <br />system by implementing a three (3) billing district basis. Furthermore, that all non- <br />residential customers be billed on a monthly basis. <br /> <br />C. (10-20/1000.20 Rates and Charges - Subd. 5, Delinquency Penalties) <br />Staff recommends that Council consider having the delinquency penalty date coincide with <br />the due date and not impose the delinquency charge a month after the due date.) <br /> <br />D. (10-22/1000.20, Rates and Charges - Subd. 6, Senior and Disabled Discounts) <br />Pending a more thorough review by the Finance and Operations Committee, Council is asked <br />to consider phasing out the current discounts available to seniors and totally disabled in <br />current rate system, <br /> <br />., <br />
