The petitioner is requesting approval of a site plan for Bethel College which is <br />located at 3900 Bethel Drive to allow a gate at the east entrance (STH 51) and monument <br />fence with sign at the west entrance (Old Hwy 10) (Exhibit A). <br /> <br />Background. Bethel College is currently operating on a Special Use Permit (SUP) <br />which was issued in March of 1978 with Planning Case 78-05. In September 1980 the <br />Master Plan was amended to allow for site plan approval of those requests which are in <br />conformance with the Master Plan. The master plan was updated in 1996, Planning Case <br />96-29 and 96-26A (to be effective for a 10 year period ending with the 2006-2007 school <br />year). <br /> <br />The Master Plan approved (Exhibit A 2/2) shows a gate/monument at the east and west <br />entrances. The location of the proposed monument gate and sign at the west entrance <br />(Old Hwy 10) is in the approximate location as shown on the master plan. The location <br />of the proposed gate at the east entrance (STH 51) is moved closer to STH 51 than shown <br />on the master plan in order to incorporate the section of road leading to the parking lot to <br />the south ofthe entrance. <br /> <br />West Entrance Monument and Sign. The monument fence is proposed to be 6 feet in <br />height with 8 foot posts with light fixtures on top. Staffhas determined this to fit the <br />intent ofthe ordinance. The fence is proposed to be constructed from black painted <br />aluminum with a 4 inch brick face at the bottom. A landscape plan (Exhibit B 11111) <br />shows plantings around the proposed sign similar to the existing plantings and four black <br />hills spruce along the monument. <br /> <br />The applicant is proposing to remove the two existing signs at this entrance and construct <br />one new sign. The sign is proposed to be 68 square feet and setback the required 20 feet <br />from the properly line. <br /> <br />The applicant is proposing to add additional lighting in conjunction with the monument <br />and sign. The proposed lighting of the sign will be internal or a 50 -watt halogen lamp <br />concealed by juniper shrubs as the existing sign is curTently lit. The Zoning Ordinance in <br />Section VI, E, 3, a, b, c, and d, states that the lighting shall be directed away from <br />adjacent properties, the source of illumination shall be concealed, and the intensity of <br />lighting from developments shall not exceed one footcandle onto the public right-of-way. <br />
