<br />. <br /> <br />The east gate is proposed to be on MNDOT properly. The applicant has obtained a <br />permit for the placement ofthe proposed gate from MNDOT. The applicant is also <br />working with MNDOT to have a portion of right-of-way turned over to Bethel College. <br />The area to be returned includes the service road (Exhibit B 4/11). <br /> <br />An alternative to the gate being in the proposed location might be to relocate the service <br />drive as shown on Exhibit C 2/5 and place the gate further into campus. This suggestion <br />would provide several benefits for the long term: <br />Additional distance from STH 51 for stopping. <br />Better alignment of the service drive (giving a greater distance from STH 51). <br />Gate keeping with the character ofthe existing gate. <br />Separates movements at the entrance to the campus. <br />Accomplishes the goal of the college to restrict access. <br />The drive width will not be reduced. <br /> <br />They are not proposing any additional lighting at the east entrance. <br /> <br />. <br /> <br />Deadline for Al!:encv Actions <br />The City of Arden Hills received the complete application for this request on Monday, <br />June 7, 1999. Pursuant to Minnesota State Statute, the City must act on this request by <br />Friday, August 6, 1999 (60 days), unless the City provides the petitioner with written <br />reasons for an additional 60 day review period. The additional review period would <br />extend to Tuesday, October 5, 1999. The City may, with the petitioner's consent, extend <br />the review period beyond the Tuesday, October 5, 1999 date. <br /> <br />Lastly, ifthe City denies the petitioners request, "... it must state in writing the reasons for <br />the denial at the time that it denies the request." <br /> <br />Recommendations. The Planning Commission recommends approval of Planning Case <br />#99-10, Site Plan, for the construction ofthe west entrance monument and sign, subject <br />to compliance with the lighting standards ofthe Zoning Ordinance. <br /> <br />The Planning Commission also recommends approval of Planning Case 99-10, Site Plan <br />for the construction ofthe east entrance gate, conditioned on: <br /> <br />1. Bethel College realigning the western portion of the service road <br />and Bethel Drive to provide for a 24 foot wide roadway. <br /> <br />2. Construction of a second entrance into the existing parking lot off <br />the service drive. <br /> <br />3. The applicants Professional Engineer approve and sign-off on the <br />east entrance barrier gate plans (Attachment 8/11). <br /> <br />e <br /> <br />Notes. <br />1. Pursuant to Section VIII, E, 4, of the Zoning Ordinance no application which has <br />been denied wholly or in part shall be resubmitted for a period of six (6) months <br />from the date of denial. <br />
