Construction of a second entrance into the parking lot off the service drive. <br /> <br />Commissioner Nelson requested an amendment to the motion that a Professional Engineer <br />approve and sign-off on the east entrance barrier gate plans (Attachment 8/11). Commissioner <br />Sand agreed to the amendment. <br /> <br />The motion carried unanimously (7-0). <br /> <br />This Planning Case will be reviewed at the Monday, July 26, 1999, City Council meeting. <br /> <br />PLANNING CASE #99-04 - CITY OF ARDEN HILLS - NEIGHBORHOOD BUSINESS <br />DISTRICT - ZONING ORDINANCE AMENDMENT - DISCUSSION ONLY <br /> <br />Mr. Ringwald explained that at the June 2,1999, Planning Commission meeting, staff had <br />reviewed seven sites within Arden Hills identified in the Comprehensive Plan as possible <br />Neighborhood Business District sites. The review had included a summary and history of each <br />site and their relationship to adjacent properties and the neighborhood, as well as general . <br />constraints related to these sites. Staff had also presented detailed slides of those seven sites as <br />well as slides of Neighborhood Businesses within other communities. The intent ofthis <br />presentation had been to allow the Planning Commission to provide staffwith any direction <br />related to the seven sites within the City of Arden Hills and those in other communities and what <br />the Commission liked and/or disliked about them. <br /> <br />The intent of this evenings meeting is to review the basics of the new zoning district related to <br />height, bulk and density and use, as well as the fine points of building and site design. Mr. <br />Ringwald stated that he hoped to get feedback from the Planning Commission on a series of <br />questions in these areas, included in the staff report. Additionally, he hoped to gain information <br />on whether or not some ofthe seven identified sites within Arden Hills should be removed from <br />consideration, modified, or if other sites should be added. The intent would then be for staff to <br />take the information provided by the Planning Commission and draft an Ordinance format for the <br />next Planning Commission meeting. <br /> <br />Mr. Ringwald stated that the draft goal statement of the Neighborhood Business District was: <br />"Neighborhood Business sites are located at the edge ofresidential neighborhoods and are <br />intended to provide a limited range of over-the-counter convenience retail and service uses to <br />serve the daily and weekly needs of the adjacent residents. Since these areas are located adjacent <br />to residential neighborhoods, limitations will be placed on the type, size and intensity of uses <br />within this district. Emphasis is placed on convenience for pedestrian, bicycle, and public <br />transportation access. These locations can also serve as public commons, giving residents a . <br />place to gather and interact with one another." <br /> <br />Commissioner Sand suggested that, since there were a number of residents in the audience, the <br />location of the seven sites identified within Arden Hills as possible Neighborhood Business <br />Districts should be explained. <br />
