Mr. Ringwald stated that they were based on both actual proposals and the Code, <br />similar to other Neighborhood Business Districts currently in existence in other communities. <br />He noted that these percentages do not include the parking lot. <br /> <br />Commissioner Rye noted that some sites are not large enough for parking lots and suggested the <br />discussions also include on-street parking. Mr. Ringwald stated that this issue would be <br />discussed later when the site design aspects are reviewed. <br /> <br />Chair Erickson asked if staff was looking for specific feed back from the Planning Commission <br />on the list of specific uses. Mr. Ringwald stated that he was particularly interested in those uses <br />the Planning Commission would not want to be permitted and those permitted only under special <br />use permits, as well as any uses that may be added to the list. <br /> <br />Chair Erickson suggested that the Planning Commission go through the list and indicate their <br />feelings for the various uses and return the list to Mr. Ringwald. He noted that the draft goal <br />statement indicates that the intent is to "provide a limited range of over-the-counter convenience <br />retail and service uses to serve the daily and weekly needs of the adjacent residents." He stated <br />that all of the listed uses do this, however, they also present certain challenges. Given the <br />locations of some of the identified sites, some intense uses may benefit the neighborhood and <br />may require special use limitations. <br /> <br />Commissioner Rye asked what would happen if a developer proposed a use which was not on the <br />list of permitted uses. Mr. Ringwald stated that it would be up to the Zoning Administrator to <br />review the request and determine ifthe proposed use would fit within the zoning district. The <br />Zoning Administrator then makes a recommendation to the Planning Commission and City <br />Council to make the final determination on the appropriateness of the use. <br /> <br />Commissioner Rye suggested including a description ofthis process in the Zoning Ordinance. <br />Mr. Ringwald stated that this would not be necessary since this information is already in the City <br />Code. <br /> <br />Commissioner Nelson asked if the list of uses should be discussed at this time, rather than the <br />Planning Commission turning the list into staff at a later date. Chair Erickson stated that he had <br />hoped to get through the entire presentation, rather than focusing on one portion of it. Mr. <br />Ringwald noted that there is no time limit in which to complete these discussions. The schedule, <br />which was established, included a self-imposed time limit, which does not have to be adhered to. <br /> <br />Commissioner Galatowitsch asked if the goal was to include as many uses as possible in the <br />zoning district. Mr. Ringwald stated that this was not the goal. He indicated that the goal for the <br />Planning Commission was to identifY which uses would be objectionable and which could and <br />could not be rectified. He noted that the uses included in the list were found in other city Codes <br />and he would not necessarily recommend all of them for the City of Arden Hills. <br /> <br />Commissioner Galatowitsch asked what if the Planning Commission found uses that they felt <br />should be added to the list. Mr. Ringwald stated that any additional uses identified by the <br />Planning Commission could be added to the list. <br />
