<br />~ <br /> <br />\ <br /> <br />Memorandum, Res. 99-23, Arden Manor Park Improvement/McClung Ditch Project <br />Page Two <br />August 4,1999 <br /> <br />e <br /> <br />Maintenance Road <br />In addition to correcting the drainage problem, a maintenance access road would need to <br />be constructed to allow the Parks Department to monitor and maintain the fields, <br />basketball court, playstructure and picnic shelter. <br /> <br />City staff has reviewed the park dedication document and has confirmed that the parking <br />lot was included in the park easement. This area was specifically included in order to <br />allow for parking and ingress/egress to the park. As a result, the City has the legal <br />authority to construct the trail/road as detailed on the plans. <br /> <br />Cost <br />Staff directed the City Engineer to develop a preliminary design and cost estimate for the <br />proposed park improvements. The design and cost estimate are attached. The cost of the <br />proposed park improvements is $125,640, of which $53,450 is allocated in the 1999 <br />Budget. The 1999 Budget included a basketball court ($30,450) and playstructure <br />replacement ($23,000). The Park Fund balance, as of December 31, 1998, was $467,434. <br /> <br />The balance, $72,190, would be financed through a variety of sources, including the Park <br />Fund, Stormwater Management Fund, special assessments and Charitable Gambling <br />donations. e <br /> <br />2. McCLUNG DITCH <br /> <br />Backl!round <br />The Arden Hills City Engineer and Public Works Director evaluated the condition of all <br />the City drainage ditches in 1998. As a result, the City Engineer provided a report on the <br />ditches, prioritizing needed repairs and necessary maintenance. Staff then budgeted <br />$50,000 to be used for the repair and maintenance in 1999. <br /> <br />1999 Ditch Maintenance Proiect <br />The City Engineer has provided plans and specifications for the 1999 Ditch Maintenance <br />Project, which staff has reviewed and found acceptable. This project involves the <br />cleaning of approximately 600' of ditch, including the removal of excess material and <br />restoration. Also included in this project is the replacement of a wood pond weir, <br />approximately 1,000' upstream. <br /> <br />Cost <br />The estimated cost for the ditch maintenance and weir replacement is estimated to be <br />$40,000. <br /> <br />e <br />
