<br />,., <br /> <br />e <br /> <br />. <br /> <br />e <br /> <br />MINUTES DRAFT <br />CITY OF ARDEN HILLS, MINNESOTA <br />ECONOMIC DEVELOPMENT AUTHORITY (EDA) <br />SPECIAL MEETING <br />MARCH 8, 1999 <br />7:15 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuanl to due call and notice thereof, President Dennis Probst called to order the <br />Economic Development Authority (EDA) meeting at 7:18 p.m. <br /> <br />Present: <br /> <br />President Dennis Probst, Commissioners Beverly Aplikowski, Gregg <br />Larson, Paul Malone and Lois Rem. <br /> <br />Absent: <br /> <br />None. <br /> <br />Also present were Executive Director, Kevin Ringwald; Secretary/Treasurer, Brian <br />Fritsinger; Controller, Terrance Post; and Recording Secretary, Lori Rolfson. <br /> <br />ADOPT AGENDA <br /> <br />MOTION: <br /> <br />Commissioner Larson moved and Commissioner Aplikowski seconded a motion <br />to adopt the agenda for the March 8,1999, Special Meeting of the Economic <br />Development Authority. The motion carried unanimously (5-0). <br /> <br />APPROVAL OF MINUTES <br /> <br />A. January 25, 1999 Regular Meeting <br /> <br />MOTION: <br /> <br />Commissioner Aplikowski moved and Commissioner Rem seconded a motion to <br />approve the minutes for the January 25, 1999, Regular Meeting of the Economic <br />Development Authority, as submitted. The motion carried unanimously (5-0). <br /> <br />UNFINISHED AND NEW BUSINESS <br /> <br />A. Indvkiewicz Property Acquisition <br /> <br />Mr. Ringwald explained that the EDA, at its January 4, 1999 meeting, authorized the Staff to hire <br />a consultant to conduct a Phase I environmental analysis of the Indykiewicz property. <br />Additionally, the EDA authorized the City Attorney to prepare a purchase agreement for the <br />entire Indykiewicz parcel for a price not to exceed $1,150,000.00, excluding dirt and fixtures. <br />This purchase agreement was subject to stable soils and no environmental contamination and <br />approval of the purchase agreement by the EDA. <br /> <br />The acquisition of the property involves three components; the real property, the dirt and the <br />fixtures. An agreemenl was made to move ahead with the acquisition of the real property at a <br />price not to exceed $1,150,000.00. At that time the procedure was set forth to allow 30 days to <br />determine the price for the dirt and fixtures. If this price was not determined within the 30 days, <br />it would go to arbitration to determine the market value. The Staff and the property owners were <br />
