I ~~~-..~.__ Project Understanding BR W, Ine, #25438.CiBRW7/99 Project Understanding and Approach BR W understands that the City of Arden Hills wishes to prepare a zoning ordinance to guide and regulate land development in rhe firsr phase of the redevelopment of the Twin Cities Army Ammunition Plant, That land, known as the Civic Center Area, is approximately 170 acres in size and will be the site for a new Arden Hills City Hall and a Joint Maintenance Facility shared by the City, Ramsey County and the Army National Guard, Other possible land uses include retail businesses, offices, housing, a city park, interpretative center, institutional uses and, possibly, an elementary school. The City Hall may occupy four acres and the Joint Maintenance Facility 36 acres. Both of those buildings will likely abut the Highway 96 right-of-way. The City desires to have the Civic Center Area function as the hub of the TCAAP redevelopment effort as well as relate to the community as a whole. Moreover, the development of the Civic Center Area will set the stage for future redevelopment of the balance of the TCAAP, and the City desires that the Civic Center land uses and all that follow be consistent with the recommendations and conclusion of the TCAAP Framework Plan. One of the design challenges in the Civic Center Area and one of the primaty functions of the new zoning ordinance will be to properly design and integrate the proposed Joint Maintenance Facility with other land uses. The Maintenance Facility will house trucks, heavy equipment and raw materials such as sand and salt. City staff and officials hope and intend that the Joint Maintenance Facility will be a largely enclosed building similar to the Hennepin County Public Works Department facility in the city of Medina (pictured below). However, even that facility has substantial outdoor storage, although berming and landscaping have been used effectively to screen views into the storage yard. Critical components of the design of the Maintenance Facility will include building massing and orientation, fa'tade treatment and fenestration, landscaping, fencing and benning, lighting, open space design, and enclosure of outdoor storage. It is also anticipated that the Civic Center Area should be designed in a pedestrian-friendly manner as opposed to serving predominantly automobiles. Providing transit access to new residential, commercial and industrial areas is another consideration in the design and zoning of the 31 City 'if Arden Hilh Planning Services jar the Civil Center Zoning District --,,,.
