The City Hall may occupy four acres and the Joint <br />Maintenance Facility 36 acres. Both of those buildings will likely abut the <br />Highway 96 right-of-way. <br /> <br />The City desires to have the Civic Center Area function as the hub of the <br />TCAAP redevelopment effort as well as relate to the community as a <br />whole. Moreover, the development of the Civic Center Area will set the <br />stage for future redevelopment of the balance of the TCAAP, and the <br />City desires that the Civic Center land uses and all that follow be <br />consistent with the recommendations and conclusion of the TCAAP <br />Framework Plan. <br /> <br />One of the design challenges in the Civic Center Area and one of the <br />primaty functions of the new zoning ordinance will be to properly design <br />and integrate the proposed Joint Maintenance Facility with other land <br />uses. The Maintenance Facility will house trucks, heavy equipment and <br />raw materials such as sand and salt. City staff and officials hope and intend <br />that the Joint Maintenance Facility will be a largely enclosed building <br />similar to the Hennepin County Public Works Department facility in the <br />city of Medina (pictured below). However, even that facility has <br />substantial outdoor storage, although berming and landscaping have been <br />used effectively to screen views into the storage yard. Critical <br />components of the design of the Maintenance Facility will include <br />building massing and orientation, fa'tade treatment and fenestration, <br />landscaping, fencing and benning, lighting, open space design, and <br />enclosure of outdoor storage. <br /> <br />It is also anticipated that the Civic Center Area should be designed in a <br />pedestrian-friendly manner as opposed to serving predominantly <br />automobiles.
