Project Understanding and Approach Continued These goals from the TCAAP Framework Plan provide guidance to the design and regulation of the Civic Center Area: Ul Create identifiable neighborhoods and neighborhood units. Discourage creation of "walled" and otherwise exclusive neighborhoods. U2 Encourage construction of a vatiety of housing types, particularly those not readily available within the community now (e.g" starter housing and housing for seniors), for households with a wide range of incomes, U3 Encourage mixed, multiple and shared uses and buildings (e.g., of parking facilities) when possible and when this will reduce public costs and ground coverage by impervious surfaces. U4 Create retail, residential and mixed-use areas that are pedestrian- and bicycle-oriented and minimize vehicular traffic. US Create an identifiable community core consisting of public uses, which may include a new city hall, public works garage, community center and such cultural fucilities as a nature center, library or historical museum, as well as appropriate private uses. If a school will be needed on the TCAAP property, site it within or adjacent to this core. U6 Establish a development pattern that can be readily served by public transportation. U7 When reviewing development proposals, consider them as part of Arden Hills as a whole rather than as stand-alone schemes, Make sure that new developments integrate with and complement existing development, particularly adjacent uses. Balance existing land-use deficiencies by setting aside space for needed fucilities.
