<br />Councilmember Malone moved and Couneilmember Aplikowski seconded a
<br />motion to approve Pay Estimate #4 to Forest Lake Contraeting in the amount of
<br />$134,578,09, The motion carried unanimously (5-0),

<br />E. Change Order #2, Forest Lake Contracting, West Round Lake Road, Phase I
<br />
<br />Mr. Brown explained that the City of Arden Hills awarded Forest Lake Contracting the West
<br />Round Lake Road Improvement Project Phase I on March 8, 1999, Mr, Brown reviewed the
<br />work proposed to be ineorporated in Change Order #2, including Highway 96/West Round Lake
<br />Road intersection modifieations at an estimated amount of$17,000; additional Nott Company
<br />grading, with a temporary construction easement granted to the City at no eost, with the work
<br />itself estimated at $6,000; and West Round Lake road reclamation between Gateway Court and
<br />the Minnesota Commercial railroad crossing, at an estimated cost of$20,000, Mr. Brown
<br />recommended Council approval of Change Order #2, increasing the eontract with Forest Lake
<br />Contracting by $43,970 from $762,725,05 to $806,695,05,

<br />Discussion ensued regarding signals provided by Ramsey County to the City at a redueed cost;
<br />cost-sharing between the City and Ramsey County for Highway 96 eonstruction, and the City's
<br />responsibility for the signalization costs;

<br />motion to approve Change Order #2, increasing the contract amount with Forest
<br />Lake Contracting by $43,970 from $762,725,05 to $806,695,05, The motion
<br />carried unanimously (5-0).

<br />F. Res, #99,23, Arden Manor Park, Plans and Specifications
<br />
<br />Mr, Fritsinger provided an overview ofthe proposed drainage improvements at Arden Manor
<br />Park and the MeClung diteh areas,
<br />
<br />Mr. Brown further reviewed the recommended drainage improvements respectively, and stated
<br />that the proposed improvements had been combined into one project more favorable bids,
<br />
<br />Mr. Post, at Mayor Probst's request, reviewed the status of anticipated speeial assessments and
<br />negotiations with Mr. Francis Husnik, owner of the Arden Manor Mobile Home Park. Mr, Post
<br />stated that in a verbal offer from Mr, Husnik, he had committed $10,000 toward the drainage
<br />improvements at Arden Manor Park, but was unwilling to commit additional funds without the
<br />City's willingness to remove requirements under the property's Planned Unit Development
<br />regarding the swimming pool on the property, Mr. Post anticipated legal action would be
<br />forthcoming from Mr. Husnik as the City pursued special assessments to the property,

<br />Councilmember Malone reiterated his unwillingness to consider using City taxpayer monies for
<br />short-term drainage issues on private property,

<br />Councilmember Larson stated that he shared Councilmember Malone's concerns; however, he
<br />also felt strongly that the City was obligated to provide a safe play environment for the children
<br />residing in the mobile home park, due to their lack of proximity to other eommunity parks,
