<br />ARDEN HILLS PLANNING COMMISSION - AUGUST 4, 1999 <br /> <br />DRAFT <br /> <br />14 <br /> <br />This eorner had been designated by the City of Arden Hills as one of the gateway study areas, a. <br />The applicant has proposed a bermed area on the corner, as well as allocated a portion of this .. <br />area for a ground sign to be installed by Arden Hills, <br /> <br />As noted earlier, there eurrently is no sidewalk extending off County Road D beyond this site, It <br />will have to be determined if, with the proposed Neighborhood Business District, a sidewalk <br />would be required along County Road D, or if the City would prefer to eserow the funds for the <br />future construetion of a sidewalk, <br /> <br />A utility plan will be required with the final planned unit development. The applieant did supply <br />staff with information regarding proposed landscaping, however, a specific landseaping plan will <br />be required for the final planned unit development in order to determine ifthe plan will meet the <br />requirements of the current Zoning District or the proposed Neighborhood Business Distriet. <br /> <br />Due to the reduced setback from the residential homes, an increase in landscaping, fencing and <br />berming should be eonsidered. The applieant was proposing a six-foot high fenee, 120 feet long, <br />along with plantings, to be placed along the north side ofthe property to sereen the parking lot. <br />Staff recommends that the fenee be run along the entire perimeter, However, the applieant had <br />indicated that the adjacent neighbors would prefer sereening with vegetation, rather than fencing, <br />Staff recommended that a detailed plan for feneing and plantings be submitted for the final <br />planned unit development. <br /> <br />The sloped roof does not allow for the plaeement of rooftop meehanical equipment. Therefore, . <br />the rooftop mechanical equipment would be inside the building. <br /> <br />A lighting plan was not submitted with the concept plan, however, the Planning Commission <br />may wish to state any eoneems with lighting of the parking lot they may have, The <br />Neighborhood Business District was proposing that there be no lighting on the buildings and <br />only allow lighting in the parking lot areas at minimal levels, A lighting plan will be required for <br />the final planned unit development. <br /> <br />The proposal shows a"WeIcome to Arden Hills" sign for the gateway and a pylon sign along <br />County Road D with an alternative location along Cleveland, A signage plan will be required for <br />the final planned unit development. <br /> <br />The site does not show a location for the garbage area, Refuse eontainers are required to be <br />concealed, <br /> <br />Ms, Randall advised that staff recommend approval of Planning Case 99-11, Coneept Planned <br />Unit Development, subjeet to the following modifieations: <br /> <br />1. <br />2. <br />3, <br /> <br />Provision of a 30-foot buffer yard from residential property, <br />Access ramp on the east side of the building be eliminated, <br />The two parking stalls along the Cleveland Avenue entrance be redesigned, and <br />redesign the direction of the angle parking along the east property line, <br />Drive aceess from County Road D be moved further east, away from the <br />intersection. <br />Sereening from adjacent residential property include both fencing and <br />landscaping, <br /> <br />. <br /> <br />4, <br /> <br />5, <br />
