(EEl) report, dated November 5, <br />1998, the City of Arden Hills (City) still has serious concerns as to the safety ofthe tower <br />for the following reasons: <br /> <br />. <br /> <br />1. The report from EEl, dated November 5,1998, appears to have <br />been completed for the installation of an additional antenna at the 300-foot <br />level. No permits or amendments to the Special Use Permit have been issued <br />for this antenna. <br /> <br />2. Two engineering reports, completed last year on the Arden Tower by EEl, have <br />used different loading factors. Specifically: <br /> <br />a.) The November 5,1998, report does not have ten antennas that were on a <br />previous report dated February 2, 1998, including the recently installed U.S. <br />West antennas currently known to be on the tower. <br /> <br />b.) The November 5, 1998, report included two antennas that were not on the <br />February 2, 1998, report but are listed as existing. Included are highlighted <br />sections from both engineering reports for your review (attachments H and <br />I). <br /> <br />c.) Neither report contains calculations including Yz" radial ice as part of their <br />design. <br /> <br />3. The State Building Code (Code) requirement for including Yz" radial ice in <br />tower designs went into effect September 9, 1980. The Arden Tower was built <br />approximately 1 year later. <br /> <br />. <br /> <br />4. The report prepared for the U.S. West antennas installation by Paul J. Ford & <br />Co., dated July 16, 1998, states "that when Yz" radial ice accumulation is <br /> <br />PHONE: (651) 633.5676 . FAX (651) 633.7839 <br />
