<br />. <br /> <br />Code at the time of the original installation required W' radial ice and 65 PSF <br />wind load. Current code still requires 12" radial ice and an 80-mph baseline <br />wind speed. I have enclosed a copy of the 1980 State Building Code <br />(Attachment M) which required 12" radial ice and also a letter from the State <br />Building Code to an engineer regarding the issue of 12" radial ice for your <br />convenience. <br /> <br />Issue <br />Due to the reasons listed above, the City has serious concerns regarding the safety of the <br />Tower. <br /> <br />Statutory Authoritv <br />Chapter 34, Section 3403.2 of the Code states that no additions or alteration shall be made <br />to an existing structure that will cause the structure to be in violation of any of the <br />provisions of this Code and such additions or alterations shall not cause the existing <br />structure to become unsafe, An unsafe condition shall be deemed to have been created if <br />an addition or alteration will cause the existing structure to become structurally unsafe or <br />overloaded. <br /> <br />Section 104.2.9 of the Code allows the City to request tests as proof of compliance with <br />the codes, at no cost to the jurisdiction. <br /> <br />. <br /> <br />Requested Action <br />The City is requesting an engineering report from an independent, unbiased, State of <br />Minnesota licensed engineer, experienced in Tower design, to address all of the above <br />listed items. The report shall also include all information relating to the current condition <br />of the Tower and its safety.
