A great deal
of the credit elearly belongs to you, as it has been your vision and drive that have kept
our city on the path toward some very critical goals. The land plan for the arsenal, the
acquisition of a new site for our city hall, and the Gateway development have all resulted
from your leadership and dedica1ion. It has been an honor to have had the opportunity
to work alongside you and I will miss that, along with your friendship.

Although I can be flexible in timing, my preference would be to make my resignation
effective at the end of November so the council may have 1he time to choose a successor.
I would like to also voice my strong preference to leave the council quietly, without the
recognition activities that have sometimes been accorded others,

Sincerely,

Vcu-QL lrv\ect~

Paul L.
