Mr, Taylor stated that the structure shown on the drawing at 1609 Lake Johanna <br />Boulevard does represent the current structure at 1605 Lake Johanna Boulevard. <br /> <br />. <br /> <br />Commissioner Sand confirmed that the applicant was proposing to construct a new home that <br />was smaller than the current home at 1605 Lake Johanna Boulevard. Mr. Taylor stated that this <br />was correct. <br /> <br />Chair Erickson asked if the current house at 1605 Lake Johanna Boulevard is closer to the west <br />property line than the new home will be. Mr. Taylor stated that this was correct. He indicated <br />that the new home will be as far or further from the easement as the current home is. <br /> <br />Ms. Diana Petty, 1619 Lake Johanna Boulevard, stated that she has an ongoing problem with <br />drainage onto her property from 1605 Lake J oharma Boulevard. She was concerned that further <br />development may increase the water drainage problem. Since the pool was constructed, the <br />amount of water flowing onto her land has increased. She indicated that one reason for this <br />problem is her land is quite low and the homes being discussed are on a hill. <br /> <br />Chair Erickson asked Ms. Petty to further describe the drainage problem. Ms, Petty stated that it <br />appears as though when the pool at 1605 Lake Johanna Boulevard is cleaned the water from the <br />pool flows down the shoulder of the road and into her driveway. This has been causing some <br />erosion along the edge of her property, She has installed some landscaping to minimize the <br />damage, however, this has been an ongoing issue. <br /> <br />Chair Erickson confirmed that the drainage is actually run-off from the road. Ms. Darlean . <br />Ovarious, who also resides at 1619 Lake Johanna Boulevard, stated that the drainage does come <br />from the road. However, since the construction of the pool, the drainage has become worse. She <br />indicated that the concern she shares with Ms. Petty is not that more construction occur. They <br />just want to ensure that the drainage issue is taken into consideration. <br /> <br />Commissioner Rye asked what steps have been taken to channel the water away from the <br />property, Ms. Ovarious stated that she had built moats in an attempt to direct the water towards <br />the sewer drain. Ms. Petty noted that there are two sewer drains that are located across the street <br />from her property, <br /> <br />Mr. Taylor stated that he did not believe anything in his proposal would affect this drainage. Ms. <br />Ovarious stated that she had been primarily concerned about how construction vehicles may <br />erode the land. <br /> <br />Commissioner Rye stated that this issue may be more of a problem with the road itself. Ms. <br />Petty stated that she had contacted the City of Arden Hills who had directed her to the Rice <br />Creek Watershed District. It seemed to her that no one was willing to take ownership of either <br />the road or the problem. Mr. Taylor noted that other residents on Lake Johanna Boulevard have <br />had ongoing complaints about the drainage of the road. <br /> <br />Commissioner Sand asked if Lake Johanna Boulevard was owned by the City of Arden Hills or . <br />Ramsey County. Councilmember Malone stated that Lake Johanna Boulevard was a County <br />road. Commissioner Sand asked if the road would remain County owned or if it would be <br />involved in the turn-back program. Councilmember Malone stated that the road will remain <br />County owned. <br />
