ARDEN HILLS CITY COUNCIL - OCTOBER 12, 1999

10

.

out according to their future plans, this would result in gridlock of the entire area. The
presentation provided a model with other variations of how to make the build-out work and keep
the local communities viable.

Councilmember Malone asked if the triangle project was presented at the meeting. Mayor Probst
stated that this plan had not been presented to the Metropolitan Council. A great number of
concerns had been expressed about this plan and the presentation had been redone with a
different approach.

Councilmember Malone asked if a transit hub had been discussed. Mayor Probst stated that
nothing this specific had been presented. However, he believed that there was substantial
support on the part of the Coalition for a transit hub.

Mayor Probst stated that he had presented the idea of seeking a dedicated funding source for the
projects prioritized by the Coalition. He pointed out to the Metropolitan Council that the seven
communities which make up the Coalition contribute $16 million dollars to the Fiscal Disparity
Pool. He felt that this would make the corridor a good candidate for the establishment of a
dedicated pool of money to be used in the corridor.

Councilmember Malone stated that State Government receives a great deal of income tax from
the residents of Arden Hills. He suggested that the Coalition consider a three tenths percent
regional gas tax to fund regional transit projects.

.

Mayor Probst stated that he had received an invitation for an event being held by FairIssac on
November 2, 1999 from 4:30 until 7:30 p.m., which he may not be able to attend.

Mayor Probst stated that the Metropolitan Council will be presenting its Comprehensive Plan
update on November 3, 1999. He indicated that he has had discussions with
the Sheriffs Department and was not sure where the City of Arden Hills should be headed with
community policing.

Mayor Probst stated that the City of Arden Hills had received a request from the Portable
Sanitation Association to adopt a Resolution to include in the Building Code a requirement that
all housing projects have a porta-potty on site. He indicated that he had no interest in the City of
Arden Hills pursuing this requcst. Councilmcmber Malone stated that he believed this was a
requirement. Mayor Probst stated that the correspondence suggested that State law does spell out
this requirement, however, it is not usually followed.

.

Mayor Probst stated that the TCAAP Legislation has been signed into law. He indicated that Mr.
Post had drafted a 1ettcr to General Caldera who is the Secretary ofthe Army. The letter asked
for a schedule of when the property will be released.
