The streets included in the study are Ingerson Road, Ingerson Court, Fernwood Street, Fernwood Court, Carlton Drive, Cannou Avenue and N. Hamline Avenue. Tiller Lane, Dellwood Street and Dunlap Street are also located in the neighborhood but were reconstructed to City standards within the past ten years and therefor are not be included in this project. This report will evaluate the feasibility of the proposed improvements and outline several alternatives for the Council's consideration with respect to the proposed improvements. The general scope of work includes the reconstruction of Ingerson Road, Ingerson Court, Fernwood Street, Fernwood Court, Carlton Drive, Cannon Avenue and N. Hamline Avenue with concrete curb and gutter, bituminous pavement and stonn sewer. Several options will be presented in the study for Council and public consideration and direction including the vacation of Hamline A venue between Ingerson Road and Tiller Lane, the potential of constructing cul-de-sacs at Cannon A venue and Tiller Lane, pond construction, street width considerations. Infonnation utilized in the preparation of this report includes infonnation from the Pavement Management Program field survey conducted earlier this year by BRW staff, aerial mapping, as-built plans, GIS property infonnation and other infonnation from field investigations and surveys on the site. We are of the opinion that the improvements as outlined in this report are feasible and would replace deficient pavements with standardized City street sections, greatly reduce nuisance flooding in the neighborhood, improve local water quality, reduce city maintenance costs and significantly enhance the overall aesthetics of the neighborhood.
