<br />. <br /> <br />ARDEN HILLS PLANNING COMMISSION - NOVEMBER 3, 1999 <br /> <br />DRAFT <br /> <br />16 <br /> <br />With regard to the pedestrian circulation requirements, Commissioner Sand suggested that <br />crosswalks be identified with different materials or colors, similar to the road around Lake e <br />Johanna, and the intersection of Lexington Avenue and Highway 96. Commissioner <br />Galatowitsch agreed and stated that she would prefer the sidewalks to be concrete with defined <br />curbs. She indicated that she would not approve of trails rather than sidewalks in tile Civic <br />Center Zoning District. Ms. McMonigal noted that the City trail plan differentiates sidewalks <br />and trails. <br /> <br />Chair Erickson stated that the intent of defining the Zoning Ordinance was to guide the <br />development of the property. He was concerned that issues such as sidewalks would fall more <br />llilder the Public Works improvement projects than the overall desigu of the District. He did not <br />think that sidewalk requirements should be included in the Zoning Ordinance. <br /> <br />Chair Erickson noted that many modifications to the Zoning Ordinance had been made this <br />evening. He asked if the minutes could be referenced in the motion, rather than listing the <br />modifications in the motion. Ms. Randall stated that this would be acceptable. <br /> <br />Commissioner Duchenes moved, seconded by Commissioner Sand to recommend <br />approval of PI arming Case #99-22, approving a Civic Center Zoning District, as modified <br />by this evening's discussions, and Rezoning a portion of TCAAP. <br /> <br />Commissioner Nelson asked that the Planning Commission be supplied with a copy of the <br />revised Ordinance prior to review by the City Council. Ms. Randall agreed. <br /> <br />The motion carried unanimously (6-0). <br /> <br />e <br /> <br />This Plarming Case will be reviewed at the Monday, November 29, 1999, City Council meeting. <br /> <br />COUNCIL REPORT <br /> <br />Councilmember Malone stated that the new City Administrator, Mr. Joe Lynch, Vvill begin work <br />November 10, 1999. <br /> <br />With regard to street projects, Councilmember Malone stated that the City will be performing <br />substantial reconstruction work on the Ingerson Road/Tiller Lane area next year. <br /> <br />COllilcilmember Malone stated that the City had reviewed the Ramsey COllilty plan for Tony <br />Schmidt park improvements, which included a prairie look for the new building. Commissioner <br />Sand confirmed that the work will be accomplished next SUllllller. COllilcilmember Malone <br />stated that this was correct. <br /> <br />COllilcilmember Malone stated that the Saint Paul Water Department was considering the take <br />over of the City of Arden Hills' water system. <br /> <br />With regard to the October Planning Cases, Councilmember Malone stated that the City Council <br />upheld the Plarming Commission's recommendations on all but the Midway National Bank a <br />request. He indicated that only four Councilmembers had been present at the meeting and had .. <br />reached a dead-lock with regard to whether or not the fencing should be cedar wood or brick. <br />The Plarming Case had been tabled to the November 8, 1999, regular City Council meeting. <br />
