This project includes the reconstruction of
several streets within the Ingerson Road Neighborhood. The neighborhood is bound by
Lexington Avenue on the east, Highway 51 on the west, Lake Josephine on the south and a series
of wetlands, ditches and open space areas to the north. Neighborhood streets that are identified
for reconstruction include the following:
Existing Proposed
Street Name Width Width
Ingerson Road 27 32
Ingerson Court 24 32
Femwood Street 27 32
Femwood Court 26 32
Cannon Avenue 24-28 32
Hamline Avenue (north) 22 32
Hamline Avenue (south) 24 32
*These roadways were constructed during or prior to 1961

PCI
Rating
65
37
77
86
44
11
59

Last Known
Roadwork
1961*
1961*
1989
1989
1961*
1961*
1961*

The neighborhood as a whole is ranked as a high priority for reconstruction based upon the 1999
Arden Hills Comprehensive Street Condition Assessment Report. The streets identified have
Pavement Condition Indexes (PCI) ranging from 11 to 86 with a weighted average of 55.
Existing and proposed street widths are shown on the table above. All of the streets included in
the study have received no major rehabilitation work since 1961 or earlier except for Fernwood
Street and Fernwood Court which were overlayed in 1989. None of the streets currently has
concrete curb and gutter although some drainage catch basins exist on Carlton Drive and
Femwood Street.

Ingerson Road and adjacent yards west of Femwood Street experience localized flooding on a
regular basis as the terrain is very flat and no drainage infrastructure exists in this area. The
southern portion of the neighborhood drains to Lake Josephine via an inlet located between
Ingerson Court and Fernwood Court. The remainder of the neighborhood drains to a wetland
located east of Hamline A venue between Ingerson Road and Tiller Lane. Portions of Hamline
A venue south of Ingerson Road drain directly to the ditch system which eventually flows to Lake
Johanna. There are no storm water quality ponds located in the neighborhood currently.

Tiller Lane, Dunlap Street and Dellwood Street have been reconstructed to City standards with
concrete curb and gutter and storm sewer within the past ten years and therefor are not
programmed for any work in conjunction with this project. It is anticipated that these streets will
be sealcoated along with the rest of the Ingerson Road neighborhood in 2001.

1
