ARDEN HILLS CITY COUNCIL - NOVEMBER 8,1999

I-.:~Il:!::"j.;~
:~ 1\:
." ~
~ Iii

3

.

configuration, The lot is bordered by public right-of-way on three sides, thus requiring a 50 foot
setback on three sides, This caused the petitioner difliculties with placing any additional
equipmcnt on the site. Ms. Randall presented a drawing of the site and noted that the building
takes up the majority of the building sitc.

After considering several different locations for the generator, the applicant had determined the
proposed site to be the best for a number of reasons. The generator in this location would be
closest to the junction box and it would not result in the removal of parking spaces or block any
wiDdows. The proposed location would be facing Red Fox Road which is the entry way to the
faci lity.

The Zoning Ordinance states that screening shall be provided where mechanical operating
equipment is located on the ground or the roof of the premises, The proposed generator has an
cnelosure to weatherproof and reduce sound. A cedar wood fence or concrete block wall would
screen the generator. At thc October 25, 1999 City Council meeting, when this case was initially
presented, issues regarding aesthctics, maintenance, and costs of the two options were discussed.

Circumstances unique to the property were that the property is bordered by public right-of,way
on three sides creating a relatively small buildable area for this site. Tbe applicant has
considered other alternative locations. The only location available, that would not need a
variance, is next to the building along the sidewalk. This site, however, would eliminate
landscaping, a portion of sidewalk, and windows.

.

The Planning Commission recommended approval of Planning Case #99-12, Site Plan, to allow
for the construction of a 5 foot 6 inch by 13 foot 6 inch generator and 13 by 25 foot fence
enclosure, along with a 13 foot variance, with the following conditions:

1, The cedar wood fence be painted to match the color of the existing building.
2. The generator only be run a maximum of five hours per month for servicing or during the
duration of power failures.
3. The temporary generator on a trailer be removed.

The City Council voted on a motion to approve Planning Case #99-12, Site Plan, to allow for the
construction of a 5 foot 6 inch hy 13 foot 6 inch generator and 13 by 25 foot cedar wood fence
enclosure, along with a 13 foot variance, with the same conditions as recommended by the
Planning Commission, This motion failed. A second motion to continue Planning Case #99-12
to the November 8, 1999 regular City Council meeting was passed.

Councilmember Aplikowski asked if the permanent generator will be similar in size as the
temporary generator. Ms. Randall stated that the existing generator will bc removed from the
trailer and be used as the permanent generator.

.

Council member Malone confirmed that statIhad recommended a block wall be used tor
screening. Ms, Randall stated that staff had required screening, however, the Zoning Ordinance
does not specify the type of screening, Staff had felt that a block wall would be easier to
