He felt that the <br />only solution would be for a wall that blends with the building, using the smne materials as the <br />building. <br /> <br />Councilmember Malone noted that the City of Arden Hills does not allow accessory uses in front <br />yards. This request included a variance to allow this unit to be placed in the fi-ont yard when it <br />would be possible to place it elsewhere. He felt it important that the City ensure the screening <br />does its job as much as possible to make the generator disappear into the building, <br /> <br />Mr. Beck reiterated that any sort ofremote screening would appear like an addition to the <br />building, He preferred the Planning Commission's recommendation for a cedar wood fence, <br />with vertical lines painted to match the building. He indicated that the fence would not be <br />allowed to get run down. He felt that the fence would get the same result the Council was <br />looking for without the long-term problems of hooking a block wall to the heart of the building. <br /> <br />Mr, Apple noted that the blocks used for the existing building run in a vertical line and can be <br />easily matched. He suggested that a structurally sound cedar wood fence be built that keeps with <br />the same increments of dimension between the vertical spacing on the block using two-inch by <br />two-inch cedar wood. Oncc painted to match the existing blocks, he felt that this would appear <br />almost identical to the building from the street. Mr. Beck concurred with this suggestion. <br /> <br />Councilmember Aplikowski reiterated that a block wall would not be practical. She stated that, <br />ifit was necessary, a fence could be removed or changed. Shc felt that the applicants have <br />shown that they care about their building and she was still in favor of a cedar fence, as described <br />by Mr. Apple. <br /> <br />MOTION: <br /> <br />Councilmember Larson moved and Councilmember Malone seconded a motion to <br />approve Planning Case #99-12, Site Plan, to allow for the construction ofa 5 foot <br />6 inch by 13 foot 6 inch generator and 13 by 25 foot fence enclosure, along with a <br />13 foot variance, with the following conditions <br /> <br />I. The fencc be of material that matches the existing building. <br />2. The generator only be run a maximum of five hours per month for <br />servicing or during the duration of power failures. <br />3, The temporary generator on a trailer be removed <br /> <br />The motion carried (3-2, Councilmembers Aplikowski and Rem opposed). <br /> <br />Ms. Randall requested clarification if the motion was for a brick or wood fence, Mayor Probst <br />stated that the motion was for material that matches the building, which would be ribbed brick. <br />Councilmember Larson agreed that the motion was for the sanle material as the building. <br />
