He added that his preliminary examination <br />looked positive, <br /> <br />Councilmember Larson asked if soil sanlples would be taken to establish whether or not there <br />was contamination at tile site. Mr. Nimmer stated that two separate soil samples would be taken. <br /> <br />MOTION: <br /> <br />Councilmember Malone moved and Councilmember Aplikowski seconded a <br />motion to authorize an agreement with Impact Planning to prepare an <br />environmental baseline survey for a price not to exceed $14,980.33. <br /> <br />Councilmember Malone confirmed that this study will be perfonned only on the four acres of <br />land being acquired by tile City of Ardcn Hills. Mr. Nimmer stated that tIlis was correct. <br />Councilmember Malone asked if Ramsey County will be required to perform the same survey for <br />their portion of the TCAAP land. Mr. Nimmer stated that they will be, Council member Malone <br />asked ifImpact Planning will be performing the survey for Ramsey County, Mr. Nimmer stated <br />that he was negotiating with Ramsey County. He noted that thc City of Arden Hills was much <br />farther ahead of Ramsey County with the process. <br /> <br />The motion carried unanimously (5-0). <br /> <br />C. Payment Request #7, Forest Lake Coutraeting, West Round Lake Road, Phase I <br /> <br />Mr. Brown explained that payment request #7 for Forest Lake Contracting represented the costs <br />for signing and striping work. The retainage of20% of the plantings will be withheld until next <br />summer to determine plant vitality. The contractor has only a few items lelt to address on the <br />final punch list provided to them. At this time there is a sag and bump in the road which may be <br />due to the installation of utilities. The Contractor has proposed to address the paving issues next <br />spring to ensure a better final product. <br /> <br />Mr. Brown advised that the City Engineer recommends approval of Pay Estimate #7 for Forest <br />Lake Contracting, Inc. in the anlount of$29,563.03. A retainage of5% is being held for the <br />proj ect. <br /> <br />Mayor Probst asked Mr. Stafford if he was pleased with the work on this project. Mr. Stafford <br />stated that he was, With regard to the sag in the road, he explained that the intent was to wait <br />until spring when the road has experienced a frost/thaw cycle. <br /> <br />Mayor Probst confirmed that this would be the last payment request on this project until spring <br />of next year. Mr. Brown stated that this was correct. Mayor Probst stated that he was surprised <br />the Contractor had not requestcd a reduction in the retainage. Mr. Brown stated that this may <br />occur and an agreement will have to be reached. With the bituminous work remaining on the <br />proj ect, he would not recommend the retainage be reduced. <br /> <br />Councilmember Malone stated that he was disappointed in the outcome of the trench and asked if <br />it had been filled in with old material. Mr. Stafford stated that density readings of tile <br />Contractor's work had been taken throughout thc project. He indicated that the utility companies <br />
