<br />CITY OF ARDEN HILLS <br /> <br />2000 - 2004 CAPITAL IMPROVEMENT PLAN <br /> <br />The 2000 - 2004 Capital Improvement Plan (CIP) details the various equipment purchases and <br />capital projects being considered by the City of Arden Hills over the next five (5) years. The <br />CIP document is intended to serve as a guide and financial planning tool for the various <br />expenditures being contemplated by each of the various City departments. <br /> <br />The CIP allows for multi-year systematic scheduling of physical improvements based on (1) <br />public demand for the improvements; (2) the City's ability to pay for the improvements; and (3) <br />priorities for their completion in relation to other community needs. Thus, the annual budget <br />year is linked to the CIP which, in turn, is linked to long-range planning. It is a continuous <br />process, just as is the operating budget, but the horizon extends beyond a single year. <br /> <br />The five year CIP is developed as part of the City's annual budget process. This process <br />typically begins in April with preliminary approval in June, and final approval in December. <br />Annual review of the capital plan is necessary in light of changes to the plan, forecasts, and other <br />conditions that could alter the scheduled improvements. These changes are then reflected in the <br />new succeeding year's capital budget. <br /> <br />The CIP is not intended to serve as a document that is inflexible. In fact, the document is <br />purposely set up to be flexible and used to provide descriptions of projects and their justification <br />for completion. Most equipment and vehicle is scheduled for replacement on a regular basis <br />(i.e., vehicles every seven years or computers every three years). However, the City is required <br />to evaluate the condition of the equipment before actually including the items for replacement in <br />the current year's budget. <br /> <br />~' <br /> <br />tt <br /> <br />. <br /> <br />. <br />
