Post, City Accountant ~ <br /> <br />St. Katherine Ukrainian Orthodox Church - Bingo Hall Premises <br />Permit Application <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Backl!round <br />Earlier this spring, the Light Brigade opted not to renew its Class A permit at the Pot 0' Gold <br />and only conduct Class B gambling operations at the Blue Fox. The Bingo Hall owner then <br />amended the lease to allow the 621 Foundation to operate in the Light Brigade's previous session <br />times. This has left the Bingo Hall operator with Thursday nights open and being desirous of <br />brining a fourth group into the Bingo Hall. <br /> <br />The matter before the Council at the April 10, 2000 regular Council meeting will be to consider <br />approving a Premises Permit to St. Katherine Ukrainian Orthodox Church to conduct bingo <br />operations at the Pot 0' Gold facility. <br /> <br />Application Process <br />St. Katherine Ukrainian Orthodox Church formally initiated the application process by providing <br />the City with a lease agreement with the Bingo Hall, a completed Minnesota Lawful Gambling <br />Premises Permit application, and payment of a $100 investigation fee. Staff had earlier met with <br />Mr. Frank Belgea, advisor to St. Katherine's, to familiarize him with ordinance requirements, <br />including a discussion about trade area spending requirements and expectations. <br /> <br />Staff initiated background checks with the Ramsey County Sheriffs Department and nothing <br />significant was noted. <br /> <br />On April 5, 2000, staff issued a certified letter to the organization with review comments. <br /> <br />Staff Comment <br />Staff has concerns about how the organization plans to satisfy the ordinance trade area spending <br />requirement. In light of the fact that St. Katherine Ukrainian Orthodox Church is a local/trade <br />area based organization, limiting trade area spending to just this organization does not appear to <br />meet the spirit of the City Code of Ordinances. <br /> <br />Staff Recommendation <br />Council may wish to consider additional questioning of the representative of St. Katherine <br />Ukrainian Orthodox Church at the April 10, 2000 Council meeting. <br />
