>

~

CITY OF ARDEN HILLS

.

MEMORANDUM

DATE:

August 10, 2000

TO:

SUBJECT:

Joe Lynch, City Administrator
Terry Post, City Treasurer (@

;'-
Sheila Stowell, Administrative Secreta c ':>

Appointment of Election Judges, September 12,2000 State Primary
Election

FROM:

Backl!:round
Attached is a list of Election Judges recommended for appointment to serve at the 2000 Primary
Election to be held on September 12, 2000. The list constitutes those names received through
party caucuses held this spring; the Ramsey County Auditor; public advertisements and requests
(City newsletter, Ramsey County and the Secretary of State's Office); as well as those judges
having served the City in prior elections. This is in accordance with Minnesota Statute 204B.2l.

.

There are four (4) major political parties this year (Constitution, Democratic-Farmer-Labor,
Reform, and Republican). Judges will be assigned to each of the four precincts to ensure party
balance and to provide an adequate number of judges for efficient operations. Each judge will
receive the required training by staff, with the Head Judges at each location receiving an
additional hour of training.

Historically, the City has considered service as an election judge to be community service, but
has reimbursed each judge a minimum hourly wage ($5.15), with each of the four (4)
chairpersons (Head Election Judges) reimbursed at an additional $.30 per hour. Staffis
requesting an increase from $.30 to $.50 per hour for these four individuals, to better reflect their
actual responsibilities and judgement at each precinct. Please note that we anticipate having one
(I) trainee election judge this year (high school student) and I recommend we pay $4.25 per
hour, as an employee in training. A trainee election judge is limited in the areas in which they
can serve on Election Day.

Staff recommends that City Hall serve as the Absentee Ballot Precinct, as was done in 1998.

Recommendation
The City Council must appoint election judges to serve at each election within the City. Staff
recommends that the City Council appoint the Election Judges listed on the attached sheets to
serve for the September Primary Election, and authorize appointment of additional Judges as
may be necessary.

.
