<br />ARDEN HILLS CITY COUNCIL - July 31, 2000 <br /> <br />f\ -1 <br />;r l~ ~. <br />'~", ',;a <br />{ ,~\~!1 ,,,. . <br />o 'll':;' if"\. d ' <br /> <br />4 <br /> <br />. <br /> <br />. <br /> <br />Councilmember Larson asked whether the recycling contractors are willing to set up another day. <br />Mr. Kelliher stated he has not spoken directly with the contractor, adding this could be <br />introduced to them at upcoming contract negotiations. <br /> <br />Mr. Post stated that representatives of the City's recycler have expressed a willingness to <br />cooperate, but would wish to begin this new service at the start of the next contract on January 1, <br />2001, He suggested the ordinance might be made effective January 1 to coincide with the <br />recycling contract. <br /> <br />Councilmember Aplikowski stated she reluctantly supports the proposal, adding she does not <br />think it is something on which the City should bemandating. She added that residents should be <br />able to have their garbage picked up whenever they wish, She noted she is against an ordinance- <br />driven mandate such as this proposal. She applauded the committee for their efforts and for <br />working with the City's garbage haulers to arrive at a solution, <br /> <br />Mayor Probst stated he supports the proposal and would be interested in moving it along, <br /> <br />Councilmember Rem asked whether the proposed ordinance would affect the hours of hauling, <br />Mr. Kelliher stated that was not part ofthe discussions. He added that early trash pick-up will <br />only occur one day of the week, condensing noise pollution. <br /> <br />. <br /> <br />Councilmember Aplikowski asked whether the garbage haulers would notify residents of the <br />change. Mr. Kelliher confirmed that it will be the hauler's responsibility to notify their <br />customers. <br /> <br />MOTION: <br /> <br />Councilmember Grant moved and Councilmember Aplikowski seconded a motion <br />to approve Ordinance #319, relating to the collection of garbage and refuse, with <br />the following amendment: <br /> <br />Change effective date to January 1, 2001. <br /> <br />The motion carried unanimously (5-0). <br /> <br />C. Planning Cases <br /> <br />1. Case #00-27, ALBS, 1296 County Road F, SUP Amendment <br /> <br />Ms, Chaput explained that the applicant is requesting an amendment to the Special Use Permit <br />(SUP) for 1296 County Road F to allow for the installation of one antenna onto the existing <br />tower (at a height of 265' with a six foot mount) and the installation of a new supporting <br />platform on the ground level. <br /> <br />. <br /> <br />The property at 1296 County Road F is primarily used for a single antenna tower, with accessory <br />structures to support it, The existing antenna tower was constructed in 1972, Since this time, the <br />City's Zoning Ordinance has been amended to no longer allow antennas as a primary use in any <br />
