The applicant is requesting a Special Use Permit and Site Plan Review to allow <br />for the placement of a US West Wireless PCS antenna on the roof and electronic <br />equipment on the ground of the Catholic Aid Association located at 3499 Lexington <br />Avenue North. (Exhibit A). <br /> <br />e <br /> <br />Background. The applicant is proposing to place three antennas in one single cylinder <br />mounted on the top of the existing building. The proposed antenna is just under 12 feet <br />tall and will be painted a light gray. The antenna incorporates three antennas into a single <br />cylinder. <br /> <br />Section VI, I, 3 states that no antenna or tower shall exceed a height of75 (seventy-five) <br />feet. The proposed antenna and mounting is approximately 12 feet in height and the <br />building is approximately 42 feet in height for an overall total of 54 feet in height. The <br />antenna is not required to be screened. <br /> <br />The antenna requires electronic equipment to be located on the ground. The applicant is <br />proposing this to be at the Northwest comer of the building. The equipment is 5 foot tall, <br />8 foot long, and 4 foot wide. The equipment meets all required setbacks. The equipment <br />will be screened by the building on the east and south sides. There is a retaining wall <br />being installed by the property owner for drainage purposes on the west side. The <br />existing trees screen the equipment from the north property line. <br /> <br />Deadline for Agency Actions. The City of Arden Hills received the completed <br />application for this request on Monday, November 1, 1999. Pursuant to Minnesota State <br />Statute, the City must act on this request by Thursday, December 30, 1999 (60 days), <br />unless the City provides the petitioner with written reasons for an additional 60-day <br />review period. The additional review period would extend to Monday, February 28, <br />2000. The City may, with the petitioners' consent, extend the review period beyond the <br />Monday, February 28, 2000, date. <br /> <br />e <br /> <br />The City informed the applicant that an additional 60 days would be needed to process <br />their application. <br /> <br />Lastly, ifthe City denies the petitioner's request, "...it must state in writing the reasons for <br />the denial at the time that it denies the request." <br />
