-- - .- CITY OF ARDEN HILLS MEMORANDUM DATE: January 31, 2000 TO: Mayor and City Council FROM: Nancy Randall, Associate Planner SUBJECT: Planning Case #00-05, SUP/Site Plan - Antenna Sprint PCS , 1230 Red Fox Road Request. The applicant is requesting a Special Use Permit and Site Plan review to allow for the placement of Sprint PCS antennas on the side of the municipal water tower and electronic equipment located at 1230 Red Fox Road (Exhibit A). Background. Section VI, I, 3 states that no antenna or tower shall exceed a height of75 (seventy-five) feet; however, Section VI, C, 3, a states the height limitations shall not apply to public and private utility facilities, A group of four antennas will be at three different heights and three ~ifferent directions as follows: . 83 feet in height facing South . 60 feet in height facing approximately Northwest . 50 feet in height facing approximately Northeast There are not screening requirements for antennas in the Zoning Ordinance, However, Staff recommends the antennas and mounting brackets be painted to match the water tower, The antenna requires electronic equipment to be located on the ground, The applicant is proposing this be on a 15 by 15 foot slab at the south side of the water tower. The equipment consists of 3 to 6 cream colored weatherproof cabinets, The cabinets are 6 foot in height. Section VI, E, 4, i, states where mechanical operating equipment is located on the ground or on the roof of the premises, such screening shall be constructed and located so as to prevent direct view of said equipment. The applicant does not usually construct a building for the units however, they do enclose them with a chain link fence, They are also proposing some shrubs along the south side of the equipment pad, The applicant is open to other types of fencing around the equipment pad if screening is a concern, Deadline for Agency Actions. The City of Arden Hills received the completed application for this request on Tuesday, December 7, 1999, Pursuant to Minnesota State Statute, the City must act on this request by Friday, February 4, 2000 (60 days), unless the City provides the petitioner with written reasons for an additional 60-day review period. The additional review period would extend to Tuesday, April 4, 2000. The City may, with the petitioners' consent, extend the review period beyond the Tuesday, April 4, 2000, date,
