The applicant is requesting a Special Use Permit and Site Plan review to allow <br />for the placement of Sprint PCS antennas on the side of the municipal water tower and <br />electronic equipment located at 1230 Red Fox Road (Exhibit A). <br /> <br />Background. Section VI, I, 3 states that no antenna or tower shall exceed a height of75 <br />(seventy-five) feet; however, Section VI, C, 3, a states the height limitations shall not <br />apply to public and private utility facilities, A group of four antennas will be at three <br />different heights and three ~ifferent directions as follows: <br />. 83 feet in height facing South <br />. 60 feet in height facing approximately Northwest <br />. 50 feet in height facing approximately Northeast <br /> <br />There are not screening requirements for antennas in the Zoning Ordinance, However, <br />Staff recommends the antennas and mounting brackets be painted to match the water <br />tower, <br /> <br />The antenna requires electronic equipment to be located on the ground, The applicant is <br />proposing this be on a 15 by 15 foot slab at the south side of the water tower. The <br />equipment consists of 3 to 6 cream colored weatherproof cabinets, The cabinets are 6 <br />foot in height. <br /> <br />Section VI, E, 4, i, states where mechanical operating equipment is located on the ground <br />or on the roof of the premises, such screening shall be constructed and located so as to <br />prevent direct view of said equipment. The applicant does not usually construct a <br />building for the units however, they do enclose them with a chain link fence, They are <br />also proposing some shrubs along the south side of the equipment pad, The applicant is <br />open to other types of fencing around the equipment pad if screening is a concern, <br /> <br />Deadline for Agency Actions. The City of Arden Hills received the completed <br />application for this request on Tuesday, December 7, 1999, Pursuant to Minnesota State <br />Statute, the City must act on this request by Friday, February 4, 2000 (60 days), unless <br />the City provides the petitioner with written reasons for an additional 60-day review <br />period. The additional review period would extend to Tuesday, April 4, 2000. The City <br />may, with the petitioners' consent, extend the review period beyond the Tuesday, April 4, <br />2000, date, <br />
